Short title

This Act may be cited as the &short-title1;.

Urging the release of Inter-American Development Bank loans to Haiti

Within 30 days after the date of the enactment of this section, the Secretary of the Treasury shall direct the United States Executive Director at the Inter-American Development Bank to use the voice and vote of the United States to urge the Bank to release the four social sector and development loans totaling $146,000,000, for health, education, water and sanitation, and transportation, that have been approved by the Board of Executive Directors of the Bank and ratified by the Parliament of Haiti.

International appeals

(a)The Secretary of the Treasury shall— (1)appeal to each international financial institution (as defined in section 1701(c)(2) of the International Financial Institutions Act) to strengthen the efforts of the institution to assist the people of Haiti in the development of their economy; and (2)urge each such institution to take immediate steps to provide to Haiti the full range of loans and other financial assistance offered by the institution. (b)The Secretary of State shall— (1)appeal to foreign governments to strengthen the efforts of those governments to assist the people of Haiti in the development of their economy; and (2)urge each foreign government to take immediate steps to provide to Haiti the full range of loans and other financial assistance offered by the government.
