<section id="H87BBD1B364CE46EF93CD783DD2DD46" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>.</text> </section> 
<section id="H36EEA243EFCF46BEB7134F13CEC7205"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline"> In this Act—</text> 
<paragraph id="H3D38392EDE3A4E02898EA9F330BDDBEA"><enum>(1)</enum><text>the term <quote>green chemistry</quote> means chemistry and chemical engineering to design chemical products and processes that reduce or eliminate the use or generation of hazardous substances;</text></paragraph> 
<paragraph id="H79642D9213B44E5C931000DCB006F942"><enum>(2)</enum><text>the term <quote>Interagency Working Group</quote> means the interagency working group established under section 3(c); and</text></paragraph> 
<paragraph id="H171727E218D84CD0BF90C608F1C8F560"><enum>(3)</enum><text>the term <quote>Program</quote> means the Green Chemistry Research and Development Program described in section 3.</text></paragraph> </section> 
<section id="HF23FA3F183A34F5B88B78F367EA990F7"><enum>3.</enum><header>Green chemistry research and development program</header> 
<subsection id="HF5CE4CCE24C44BD78670ACBAB1A20039"><enum>(a)</enum><header>In general</header><text>The President shall establish a Green Chemistry Research and Development Program to promote and coordinate Federal green chemistry research, development, demonstration, education, and technology transfer activities.</text></subsection> 
<subsection id="H420F3EBFDA7B4751BDF400015E8F973C"><enum>(b)</enum><header>Program activities</header><text>The activities of the Program shall be designed to—</text> 
<paragraph id="H2E2BC66FB19F41B49113E4EC1896D194"><enum>(1)</enum><text>provide sustained support for green chemistry research, development, demonstration, education, and technology transfer through—</text> 
<subparagraph id="HC26E7E3E3A16469F87D9A827C0AD0730"><enum>(A)</enum><text>merit-reviewed competitive grants to individual investigators and teams of investigators, including, to the extent practicable, young investigators, for research and development;</text></subparagraph> 
<subparagraph id="H282EAC45D4B14C8DAA3955D38108546B"><enum>(B)</enum><text>merit-reviewed competitive grants to fund collaborative university-industry research and development partnerships;</text></subparagraph> 
<subparagraph id="HF457A2FF84C74595AA344228813C00D6"><enum>(C)</enum><text>green chemistry research, development, demonstration, and technology transfer conducted at Federal laboratories; and</text></subparagraph> 
<subparagraph id="HD375DC8099704E878DBFD27C52A946BB"><enum>(D)</enum><text>to the extent practicable, encouragement of consideration of green chemistry in—</text> 
<clause id="H945EF19F64B24E15B5E7D4E158953CC6"><enum>(i)</enum><text>the conduct of Federal chemical science and engineering research and development; and</text></clause> 
<clause id="HB5C72606E79A44CDB900ECC025D83B32"><enum>(ii)</enum><text>the solicitation and evaluation of all proposals for chemical science and engineering research and development;</text></clause></subparagraph></paragraph> 
<paragraph id="H3CBEB983B27C4FEA90C3F53B14866F04"><enum>(2)</enum><text>examine methods by which the Federal Government can create incentives for consideration and use of green chemistry processes and products;</text></paragraph> 
<paragraph id="H6FF9491B6AFB4C94940000D256DA26B9"><enum>(3)</enum><text>facilitate the adoption of green chemistry innovations;</text></paragraph> 
<paragraph id="H0C3DA2CD64D94913BAA3EBDC25C94110"><enum>(4)</enum><text>expand education and training of undergraduate and graduate students in green chemistry science and engineering;</text></paragraph> 
<paragraph id="HD91B3FEDB34443EA9ED55DE4F82B607E"><enum>(5)</enum><text>collect and disseminate information on green chemistry research, development, and technology transfer, including information on—</text> 
<subparagraph id="HEA4C377A046F44F39744FB46C6CD11EC"><enum>(A)</enum><text>incentives and impediments to development and commercialization;</text></subparagraph> 
<subparagraph id="H6558E2F419B4413B9EE5A5B18B91DF45"><enum>(B)</enum><text>accomplishments;</text></subparagraph> 
<subparagraph id="HE3F06F24556D4942B7B6E11E67ECE032"><enum>(C)</enum><text>best practices; and</text></subparagraph> 
<subparagraph id="H7FEB82D211D042A300A1DB8A1A10639"><enum>(D)</enum><text>costs and benefits; and</text></subparagraph></paragraph> 
<paragraph id="H048608D58C444E52904480908FCE98F9"><enum>(6)</enum><text>provide venues for outreach and dissemination of green chemistry advances such as symposia, forums, conferences, and written materials in collaboration with, as appropriate, industry, academia, scientific and professional societies, and other relevant groups.</text></paragraph></subsection> 
<subsection id="HB66B3DE1F0CF499DB994208EE6E60016"><enum>(c)</enum><header>Interagency working group</header><text>The President shall establish an Interagency Working Group, which shall include representatives from the National Science Foundation, the National Institute of Standards and Technology, the Department of Energy, the Environmental Protection Agency, and any other agency that the President may designate. The Director of the National Science Foundation and the Assistant Administrator for Research and Development of the Environmental Protection Agency shall serve as co-chairs of the Interagency Working Group. The Interagency Working Group shall oversee the planning, management, and coordination of the Program. The Interagency Working Group shall—</text> 
<paragraph id="H19B0F5B3CAF548E0BEE0D36342BA4746"><enum>(1)</enum><text>establish goals and priorities for the Program, to the extent practicable in consultation with green chemistry researchers and potential end-users of green chemistry products and processes; and</text></paragraph> 
<paragraph id="HEF7A00B3790749D5B8782B46E929BC2"><enum>(2)</enum><text>provide for interagency coordination, including budget coordination, of activities under the Program.</text></paragraph></subsection> 
<subsection id="HF2E79EAC00CC45888F340015AD264C00"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 2 years after the date of enactment of this Act, the Interagency Working Group shall transmit a report to the Committee on Science of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate. This report shall include—</text> 
<paragraph id="H6AB860CADB6846309C5188EA86001FA4"><enum>(1)</enum><text>a summary of federally funded green chemistry research, development, demonstration, education, and technology transfer activities, including the green chemistry budget for each of these activities; and</text></paragraph> 
<paragraph id="HE09D2232623444FCB26C75682F939C11"><enum>(2)</enum><text>an analysis of the progress made toward achieving the goals and priorities for the Program, and recommendations for future program activities.</text></paragraph></subsection></section> 
<section id="H4A57E97353664F18BCC8623D11E66EBA"><enum>4.</enum><header>Authorization of appropriations</header> 
<subsection id="H082E6ABD56474D72B874D95244C4A006"><enum>(a)</enum><header>National Science Foundation</header><text>From sums otherwise authorized to be appropriated, there are authorized to be appropriated to the National Science Foundation for carrying out this Act—</text> 
<paragraph id="H3A1A98B4F3834A09A92F7376BF15CC14"><enum>(1)</enum><text>$7,000,000 for fiscal year 2005;</text></paragraph> 
<paragraph id="H8078B37A13814C91A1F69EE8842E5100"><enum>(2)</enum><text>$7,500,000 for fiscal year 2006; and</text></paragraph> 
<paragraph id="H0120CF8AC6AB464684E3055DCB874D14"><enum>(2)</enum><text>$8,000,000 for fiscal year 2007.</text></paragraph></subsection> 
<subsection id="H7EF234AE5D5741F38CEB2677D76E008B"><enum>(b)</enum><header>National institute of standards and technology</header><text>From sums otherwise authorized to be appropriated, there are authorized to be appropriated to the National Institute of Standards and Technology for carrying out this Act—</text> 
<paragraph id="HF13C422A32094BB193EE28335BF84465"><enum>(1)</enum><text>$5,000,000 for fiscal year 2005;</text></paragraph> 
<paragraph id="HC2C2F22316E2455A00F177F1C05EBA4"><enum>(2)</enum><text>$5,500,000 for fiscal year 2006; and</text></paragraph> 
<paragraph id="HA73922B6305242598452816800CA8CA5"><enum>(3)</enum><text>$6,000,000 for fiscal year 2007.</text></paragraph></subsection> 
<subsection id="H81561EBE80784E369CD65795C8261400"><enum>(c)</enum><header>Department of energy</header><text>From sums otherwise authorized to be appropriated, there are authorized to be appropriated to the Department of Energy for carrying out this Act—</text> 
<paragraph id="HD626E0E063DE402896D67E4F9CE3B846"><enum>(1)</enum><text>$7,000,000 for fiscal year 2005;</text></paragraph> 
<paragraph id="H790E696B118347D7B3EC64E000F9751E"><enum>(2)</enum><text>$7,500,000 for fiscal year 2006; and</text></paragraph> 
<paragraph id="HD5D02A7F560F4E4B9632DC0039B96BBF"><enum>(3)</enum><text>$8,000,000 for fiscal year 2007.</text></paragraph></subsection> 
<subsection id="HB7A99F872EB047BF9B728270A4C5474"><enum>(d)</enum><header>Environmental protection agency</header><text>From sums otherwise authorized to be appropriated, there are authorized to be appropriated to the Environmental Protection Agency for carrying out this Act—</text>
