<official-title>To authorize construction of a new (replacement) medical center for the Department of Veterans Affairs in the Commonwealth of Puerto Rico at a site to be selected pursuant to a study by the Secretary of Veterans Affairs and Secretary of Defense as suitable for a new Federal medical center in the Commonwealth of Puerto Rico that would best serve the needs of both veterans and Department of Defense medical beneficiaries in Puerto Rico.</official-title>

<section id="HEDA7F0B00F08407CB261115B4E29CC71" section-type="section-one"><enum>1.</enum><header>Authorization of major medical facility project, Commonwealth of Puerto Rico</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry out a major medical facility project for the construction of a new (replacement) medical center in the Commonwealth of Puerto Rico, in an amount not to exceed $450,000,000. The project shall be carried out at the site selected pursuant to section 3.</text> </section> 
<section id="H0AB3AA06E68F496B94737D044856C9E3"><enum>2.</enum><header>Authorization of appropriations</header> 
<subsection id="HC2FEF38933364B53B2E7E79DC3E2ECDD"><enum>(a)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary of Veterans Affairs for fiscal year 2005 for the Construction, Major Projects, account $450,000,000 for the project authorized in section 1.</text></subsection> 
<subsection id="H7627DC3D810F43409B93EB2121E1F7EE"><enum>(b)</enum><header>Limitation</header><text>The project authorized in section 1 may only be carried out using—</text> 
<paragraph id="H869F45D1A0254E5186D6AA7861F2007C"><enum>(1)</enum><text>funds appropriated for fiscal year 2005 pursuant to the authorization of appropriations in subsection (a);</text></paragraph> 
<paragraph id="HEC51586C866E474AB0F9DA005D56A531"><enum>(2)</enum><text>funds appropriated for Construction, Major Projects, for a fiscal year before fiscal year 2005 that remain available for obligation; and</text></paragraph> 
<paragraph id="H3FB4917F796F436A8B8EE985B6540058"><enum>(3)</enum><text>funds appropriated for Construction, Major Projects, for fiscal year 2005 for a category of activity not specific to a project.</text></paragraph></subsection></section> 
<section id="HEEEC402DE9E142C4B6538521268361B9" section-type="subsequent-section"><enum>3.</enum><header>Study of site for new medical center in Commonwealth of Puerto Rico</header> 
<subsection id="H3B19A31AE53140B8B4B311BA618ABAB"><enum>(a)</enum><header>Study</header><text>The Secretary of Veterans Affairs and the Secretary of Defense shall conduct a joint study of the locations in the Commonwealth of Puerto Rico specified in subsection (b) to determine which of those two locations would be the preferable site for a new Federal medical center in the Commonwealth of Puerto Rico to serve the needs of both veterans and Department of Defense medical beneficiaries in Puerto Rico.</text></subsection> 
<subsection id="H4057759AE43A4E2EA34BDCC61DFB9523"><enum>(b)</enum><header>Specification of sites</header><text>The sites to be studied under subsection (a) are the following:</text> 
<paragraph id="H2FCF3712D101406FA16400786728E74B"><enum>(1) </enum><text>Sabana Seca, Puerto Rico.</text></paragraph> 
<paragraph id="H5973AECB9141425091769BBE76F0D985"><enum>(2)</enum><text>Fort Buchanan, Puerto Rico.</text></paragraph></subsection> 
<subsection id="H36F275404233450FBE7F00B33FBA8033"><enum>(c)</enum><header>Report to Congress</header><text>The two Secretaries shall jointly submit to Congress a report setting forth the results of the study, including the recommendation of the Secretaries for the site for a new Federal medical center in the Commonwealth of Puerto Rico. The report shall be submitted not later than six months after the date of the enactment of this Act.</text> </subsection></section>
