<official-title>To amend the National Trails System Act to clarify Federal authority relating to land acquisition from willing sellers for the majority of the trails in the System, and for other purposes.</official-title>

<section section-type="section-one" id="HC28151B4F6CF44A188CA880728AFAD1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<section id="HAB86D8F8008B4392859DE5607FBBE5BD"><enum>2.</enum><header>Authority to acquire lands from willing sellers for certain trails</header> 
<subsection id="H07B25C2D28ED4D8F90673B3E4896E42F"><enum>(a)</enum><header>Oregon national historic trail</header><text>Section 5(a)(3) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(3)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. The authority of the Federal Government to acquire fee title under this paragraph shall be limited to an average of not more than one-quarter mile on either side of the trail.</quote>.</text></subsection> 
<subsection id="H39BD60A8D80C4D05B5E99500541F9473"><enum>(b)</enum><header>Mormon pioneer national historic trail</header><text>Section 5(a)(4) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(4)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. The authority of the Federal Government to acquire fee title under this paragraph shall be limited to an average of not more than one-quarter mile on either side of the trail.</quote>.</text></subsection> 
<subsection id="H548B194BDB91472F83EA80574FF4487D"><enum>(c)</enum><header>Continental divide national scenic trail</header><text>Section 5(a)(5) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(5)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. <subsection id="HBD9E722CF7014630008DC5C229D3B300"><enum>(d)</enum><header>Lewis and clark national historic trail</header><text>Section 5(a)(6) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(6)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. The authority of the Federal Government to acquire fee title under this paragraph shall be limited to an average of not more than one-quarter mile on either side of the trail.</quote>.</text></subsection> 
<subsection id="HE09FB30046E44197982B8E05E64799C7"><enum>(e)</enum><header>Iditarod national historic trail</header><text>Section 5(a)(7) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(7)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. The authority of the Federal Government to acquire fee title under this paragraph shall be limited to an average of not more than one-quarter mile on either side of the trail.</quote>.</text></subsection> 
<subsection id="H785890B8E9624FB6A61B1E8F4CA4F414"><enum>(f)</enum><header>North country national scenic trail</header><text>Section 5(a)(8) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(8)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof.</quote>.</text></subsection> 
<subsection id="H9C41FE5871C24E489463850050FF3DCF"><enum>(g)</enum><header>Ice age national scenic trail</header><text>Section 5(a)(10) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(10)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof.</quote>.</text></subsection> 
<subsection id="HC3D725537A9C419D005D308775A7AED6"><enum>(h)</enum><header>Potomac heritage national scenic trail</header><text>Section 5(a)(11) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(11)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof.</quote>.</text></subsection> 
<subsection id="H903B69B5CA9D418786BBB8C1F244CA"><enum>(i)</enum><header>Nez perce national historic trail</header><text>Section 5(a)(14) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(14)</external-xref>) is amended by adding at the end the following: <quote>No lands or interests therein outside the exterior boundaries of any federally administered area may be acquired by the Federal Government for the trail except with the consent of the owner thereof. The authority of the Federal Government to acquire fee title under this paragraph shall be limited to an average of not more than one-quarter mile on either side of the trail.</quote>.</text></subsection>
<subsection id="H2EB1765001A14F3BAA92BA216ECF1CB"><enum>(j)</enum><header>Conforming amendment</header><text>Section 10(c) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1249">16 U.S.C. 1249(c)</external-xref>) is amended to read as follows:</text>

<subsection id="HA12C94121A69470D8258B01AAD8098D"><enum>(c)</enum> 
<paragraph display-inline="yes-display-inline" id="H0BDDF6F4CF044B92AEB92B8C9B305F1C"><enum>(1)</enum><text>Except as otherwise provided in this Act, there is authorized to be appropriated such sums as may be necessary to implement the provisions of this Act relating to the trails designated by section 5(a).</text></paragraph> 
<paragraph indent="up1" id="HE5B920C7DB2A426697AB49B00CF79EB"><enum>(2)</enum><text>Not more than $500,000 may be appropriated for the purposes of land acquisition and interests therein for the Natchez Trace National Scenic Trail designated by section 5(a)(12) of this Act, and not more than $2,000,000 may be appropriated for the purposes of the development of such trail. The administering agency for the trail shall encourage volunteer trail groups to participate in the development of the trail.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
