<section id="HA42F4427447E49AAB5067FF199013700" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>&short-title1;</quote>. </text></section> 
<section id="H00ADD2A5DB1E4B80899168A0D2519402"><enum>2.</enum><header>Extension of the Temporary Assistance for Needy Families block grant program through June 30, 2004</header> 
<subsection id="H79B930D2605D4A4AA2D02EBEB8CDBFF"><enum>(a)</enum><header>In general</header><text>Activities authorized by part A of title IV of the <act-name parsable-cite="SSA">Social Security Act</act-name>, and by sections 510, 1108(b), and 1925 of such Act, shall continue through June 30, 2004, in the manner authorized for fiscal year 2003, notwithstanding section 1902(e)(1)(A) of such Act. Grants and payments may be made pursuant to this authority through the third quarter of fiscal year 2004 at the level provided for such activities through the third quarter of fiscal year 2003.</text></subsection> 
<subsection id="H7E94E02EF54D453BBC5244405977ED9"><enum>(b)</enum><header>Conforming amendment</header><text>Section 403(a)(3)(H)(ii) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(3)(H)(ii)</external-xref>) is amended by striking <quote>March 31</quote> and inserting <quote>June 30</quote>.</text> </subsection></section> 
<section id="H7EE2F2EACF994E4B9BCB5DD7A04E66"><enum>3.</enum><header>Extension of the national random sample study of child welfare and child welfare waiver authority through June 30, 2004</header><text display-inline="no-display-inline">Activities authorized by sections 429A and 1130(a) of the <act-name parsable-cite="SSA">Social Security Act</act-name> shall continue through June 30, 2004, in the manner authorized for fiscal year 2003. Grants and payments may be made pursuant to this authority through the third quarter of fiscal year 2004 at the level provided for such activities through the third quarter of fiscal year 2003.</text></section> 
<section id="H0CCE8FE05EBD49B2B63DBD3D4D8D871F"><enum>4.</enum><header>Recalibration of caseload reduction credit</header> 
<subsection id="H93E44974FEE7481C80891C3D997C01BA"><enum>(a)</enum><header>In general</header><text>Section 407(b)(3)(A)(ii) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/607">42 U.S.C. 607(b)(3)(A)(ii)</external-xref>) is amended to read as follows:</text>

<clause id="HE9DE716AB3604D94BE1C655D716DA463"><enum>(ii)</enum><text>the average monthly number of families that received assistance under the State program funded under this part during the base year.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H254C2E14A380463B81FB7D7277F9121"><enum>(b)</enum><header>Conforming amendment</header><text>Section 407(b)(3)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/607">42 U.S.C. 607(b)(3)(B)</external-xref>) is amended by striking <quote>and eligibility criteria</quote> and all that follows through the close parenthesis and inserting <quote>and the eligibility criteria in effect during the then applicable base year</quote>.</text></subsection> 
<subsection id="HDB84C2D62F5F4F6FB36765DA5B90A6B0"><enum>(c)</enum><header>Base year defined</header><text>Section 407(b)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/607">42 U.S.C. 607(b)(3)</external-xref>) is amended by adding at the end the following:</text>

<subparagraph id="H17002364FFE64EE9BD30C3BA5164B2FF"><enum>(C)</enum><header>Base year defined</header><text>In this paragraph, the term <term>base year</term> means, with respect to a fiscal year—</text> 
<clause id="H28384BE46B824901BE76D53B30ECAB90"><enum>(i)</enum><text>if the fiscal year is fiscal year 2004, fiscal year 1996;</text></clause> 
<clause id="H56C8D57AF1C8451B907DCA5619098610"><enum>(ii)</enum><text>if the fiscal year is fiscal year 2005, fiscal year 1998;</text></clause> 
<clause id="H524069F2F0CC4468A9D0D81F418CBDD"><enum>(iii)</enum><text>if the fiscal year is fiscal year 2006, fiscal year 2001; or</text></clause> 
<clause id="H4F0D7831FC8A4C7886A827EB9B280051"><enum>(iv)</enum><text>if the fiscal year is fiscal year 2007 or any succeeding fiscal year, the then 4th preceding fiscal year.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
