<official-title>For the relief of the heirs of Henry D. Espy of St. Louis, Missouri.</official-title>

<section id="H408D1D544F754E5F89AD9600DDF723F6" section-type="section-one"><enum>1.</enum><header>Compensation of Certain Losses for the Heirs of Henry D. Espy of St. Louis, Missouri</header> 
<subsection id="H684093BB08B24F55941C4EA3924F9E5F"><enum>(a)</enum><header>Definition</header><text>In this section, the term <quote>heirs of Henry D. Espy</quote> means Mary Espy, Mary Espy Rhodes Hoover, Frances Espy Rankin, Jeannette Espy Burton, Mark Espy, Damon Espy, Jamisette Espy, Ashley Espy, Luke Espy, Reuben Gresham, Melanie Espy, Jasmine Espy, Jake Espy, Jeanne Hoover, Robert Hoover, Harold Logan, Andrew Logan, Minda Logan, Andrew Logan II, Gabrielle Logan, Justin Logan, and Randall Rhodes Logan.</text></subsection> 
<subsection id="HB4BC3834D7B44D06A1A300FE2372C96D"><enum>(b)</enum><header>Payment</header><text>The Secretary of the Treasury shall pay, using funds in the Treasury not otherwise appropriated, to the heirs of Henry D. Espy of St. Louis, Missouri, as their interests may appear, an amount equal to the difference between—</text>
<paragraph id="HF976B89CD0F34BC785C6BA4025BE3A0"><enum>(1)</enum><text>the fair market value of land owned by Henry D. Espy located in Gifford, Indian River County, Florida, that was taken by the United States in an eminent domain proceeding in 1942, as determined by an appraisal satisfactory to the Secretary and the heirs of Henry D. Espy; and</text></paragraph>
<paragraph id="H43C5328A860F4EE78B63744140BDDB4C"><enum>(2)</enum><text>sums already paid by the United States to Henry D. Espy in connection with such taking.</text></paragraph></subsection> 
<subsection id="H433662A5FB8F4E139654C5249FED4F7F"><enum>(c)</enum><header>Settlement</header><text>The payment under subsection (b) shall be in full settlement of all claims of the heirs of Henry D. Espy arising from the 1942 taking referred to in such subsection.</text></subsection> 
<subsection id="H2B1654515109418982E198FFCB2F3900"><enum>(d)</enum><header>No Inference of Liability</header><text>Nothing in this section shall be construed as an inference of liability on the part of the United States.</text></subsection> 
<subsection id="H20C3D834166041E6B7469807135771F5"><enum>(e)</enum><header>Limitation on Agents’ and Attorneys’ Fees</header><text>Any contract to the contrary notwithstanding, no more than ten percent of the payment required by subsection (b) may be paid to or received by any agent or attorney for services rendered in connection with obtaining such payment. Any person who violates this subsection shall be guilty of a misdemeanor and shall be subject to a fine in the amount provided in title 18, United States Code.</text> </subsection></section>
