<section id="HED7EA35890A543B69735F38A32B69C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>&short-title1;</short-title></quote>.</text></section> 
<section id="HBEED2631C1D64242A384E45F5C7F3C6D" section-type="subsequent-section"><enum>2. </enum><header>Tax-exempt financing for United Nations facilities</header> 
<subsection id="HD7E08721425B41318249CD409F928D60"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/145">Section 145</external-xref> of the Internal Revenue Code of 1986 (relating to qualified 501(c)(3) bonds) is amended by adding at the end the following new subsection:</text>

<subsection id="H37EA7F911A64439EB22BB8090076C9FB"><enum>(f)</enum><header>Special rule relating to bonds for United Nations facilities</header> 
<paragraph id="H510EEC93E8C8428FAFECEAF41D205BC0" display-inline="no-display-inline"><enum>(1)</enum><header>In general</header><text>For purposes of this part, the term <quote>qualified 501(c)(3) bond</quote> includes a bond issued as part of an issue 95 percent or more of the net proceeds of which are used to provide a United Nations facility described in paragraph (2). Such bonds need not satisfy the requirements of paragraphs (1) and (2) of subsection (a).</text></paragraph> 
<paragraph id="H5A559641BC10484BB9004783162F1024"><enum>(2)</enum><header>United nations facility</header><text>For purposes of paragraph (1), the term <quote>United Nations facility</quote> means property used by the United Nations or any agency or instrumentality thereof, whether or not constituting a 501(c)(3) organization, so long as—</text> 
<subparagraph id="H1A7A2D4677BC426D8EDECF194CE17D54"><enum>(A)</enum><text>such property is used in conjunction with, but is outside, the United Nations headquarters district, as defined in Annex 1 to the Agreement between the United Nations and the United States of America, as approved August 4, 1947; and </text></subparagraph> 
<subparagraph id="H41E5B4F28C784B53B9EE14F44E158DE9"><enum>(B)</enum><text>costs for such United Nations facility are first incurred after April 1, 2002.</text></subparagraph></paragraph> 
<paragraph id="HB451366871544A05B1A014600103278"><enum>(3)</enum><header>Financing not treated as loan</header><text>For purposes of section 148, financing of such United Nations facility shall not be treated as a loan to the United Nations or otherwise by reason of unencumbered ownership by the United Nations of such United Nations facility when such bond is no longer outstanding.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H2EDEC3710F6E40819D86CCA16B09D1AF"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall take effect on the date of the enactment of this Act.</text> </subsection> </section>
