<official-title>To authorize the Secretary of Housing and Urban Development to insure zero-downpayment mortgages for one-unit residences.</official-title>

<section id="H52827A97F22747D2852ECFC4C088A2D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>&short-title1;</short-title></quote>.</text> </section> 
<section id="H9EBE5C0341754FD28B8DF9FC2F2B00E2"><enum>2.</enum><header>Insurance for zero-downpayment mortgages</header><text display-inline="no-display-inline">The National Housing Act is amended as follows:</text> 
<paragraph id="HC8073AD768344915B25D42EA7900EB4D"><enum>(1)</enum><header>Mortgage insurance authority</header><text>In Section 203 (<external-xref legal-doc="usc" parsable-cite="usc/12/1709">12 U.S.C. 1709</external-xref>) by adding at the end the following new subsection:</text>

<subsection id="HB65948353D684364B6A4DD8E5EE9ACF5"><enum>(y)</enum><header>Zero-downpayment mortgages</header><text>Notwithstanding any other provision of this section or any other section of this title, the Secretary is authorized to insure, and to commit to insure, any mortgage involving a property upon which there is located a dwelling designed principally for a 1-family residence which (1) involves a principal obligation not in excess of 100 percent of the applicable maximum dollar amount limit under subsection (b)(2)(A) for a one-unit dwelling, and (2) is not in excess of 100 percent of the appraised value of the property plus any initial service charges, appraisal, inspection, and other fees in connection with the mortgage as approved by the Secretary. The Secretary is authorized to establish any additional requirements as may be necessary, or appropriate, including requirements regarding mortgagor and property eligibility.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H37F268BCE9FC40ABB7BC08F1B268D978"><enum>(2)</enum><header>General insurance fund</header><text>In section 519(e) (<external-xref legal-doc="usc" parsable-cite="usc/12/1735c">12 U.S.C. 1735c(e)</external-xref>), by striking <quote>and 203(i)</quote> and inserting <quote>, 203(i), and 203(y)</quote>.</text></paragraph></section>
