Mr. Young of Florida introduced the following bill; which was referred

Making emergency supplemental appropriations for the fiscal year ending 
                          September 30, 2003.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That the following sums 
are appropriated, out of any money in the Treasury not otherwise 
appropriated, for the fiscal year ending September 30, 2003, namely:

                    DEPARTMENT OF HOMELAND SECURITY

                  EMERGENCY PREPAREDNESS AND RESPONSE

                            Disaster Relief

    For an additional amount for ``Disaster Relief'' for necessary 
expenses in carrying out the functions of the Robert T. Stafford 
Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.), 
$983,600,000, to remain available until expended: Provided, That this 
amount is designated by the Congress as an emergency requirement 
pursuant to section 502 of H. Con. Res. 95 (108th Congress), the 
concurrent resolution on the budget for fiscal year 2004.
    This Act may be cited as the ``Emergency Supplemental 
Appropriations for Disaster Relief Act, 2003''.
