                  In the Senate of the United States,

                                                    September 30, 2004.
    Resolved, That the bill from the House of Representatives (H.R. 
2714) entitled ``An Act to reauthorize the State Justice Institute.'', 
do pass with the following

                               AMENDMENT:

    Page 3, after line 5, insert:

SEC. 4. LAW ENFORCEMENT ARMOR VESTS.

    Section 1001(a)(23) of title I of the Omnibus Crime Control and 
Safe Streets Act of 1968 (42 U.S.C. 3793(a)(23)) is amended by striking 
``2004'' and inserting ``2007''.
