                  In the Senate of the United States,

                                                      December 9, 2003.
    Resolved, That the bill from the House of Representatives (H.R. 
2264) entitled ``An Act to authorize appropriations for fiscal years 
2004 and 2005 to carry out the Congo Basin Forest Partnership (CBFP) 
program, and for other purposes.'', do pass with the following

                              AMENDMENTS:

    Page 5, strike out all after line 23 over to and including line 11 
on page 6, and insert:
    (a) In General.--There are authorized to be appropriated to the 
President to carry out the Congo Basin Forest Partnership (CBFP) 
program $18,600,000 for fiscal year 2004.
    (b) CARPE.--Of the amounts appropriated pursuant to the 
authorization of appropriations in subsection (a), $16,000,000 is 
authorized to be made available to the Central Africa Regional Program 
for the Environment (CARPE) of the United States Agency for 
International Development.
    (c) Availability.--Amounts appropriated pursuant to the 
authorization of appropriations under subsection (a) are authorized to 
remain available until expended.

            Amend the title so as to read: ``An Act to authorize 
        appropriations for fiscal year 2004 to carry out the Congo 
        Basin Forest Partnership program, and for other purposes.''.
