                  In the Senate of the United States,

                                                     November 24, 2003.
    Resolved, That the bill from the House of Representatives (H.R. 
1006) entitled ``An Act to amend the Lacey Act Amendments of 1981 to 
further the conservation of certain wildlife species.'', do pass with 
the following

                              AMENDMENTS:

(1)Page 2, strike out lines 11 through 14 and insert:
    ``(g) Prohibited Wildlife Species.--The term `prohibited wildlife 
species' means any live species of lion, tiger, leopard, cheetah, 
jaguar, or cougar or any hybrid of such species.''.

(2)Page 3, line 1, strike out [live animal of a]

(3)Page 3, strike out lines 20 through 22 and insert:
                    ``(A) is licensed or registered, and inspected, by 
                the Animal and Plant Health Inspection Service or any 
                other Federal agency with respect to that species;

(4)Page 4, line 12, after ``animals'' insert: listed in section 2(g)

(5)Page 4, line 14, after ``animals'' insert: listed in section 2(g)

(6)Page 5, line 3, strike out all after ``State.''

(7)Page 5, after line 3, insert:
            ``(5) Authorization of appropriations.--There is authorized 
        to be appropriated to carry out subsection (a)(2)(C) $3,000,000 
        for each of fiscal years 2004 through 2008.''.
