Mr. Cannon, Mr. Simpson, and Mr. Otter) submitted the following
concurrent resolution; which was referred to the Committee on the
Judiciary

CONCURRENT RESOLUTION
Expressing the sense of the Congress regarding the Earth Liberation
Front and ecological terrorism.
Whereas the Earth Liberation Front and related organizations have perpetrated
over one-thousand crimes against private and public property;
Whereas the Earth Liberation Front has continually endangered human lives by
setting fire to private and public property;
Whereas the Earth Liberation Front has stated that it will not hesitate to
``take up the gun'' to meet its objectives;
Whereas the Earth Liberation Front has adopted terrorist tactics in place of
peaceful means of political expression;
Whereas the Earth Liberation Front actively promotes the use of violent methods
to achieve political goals;
Whereas the Earth Liberation Front undermines the physical security of American
families and businesses;
Whereas the Earth Liberation Front claimed responsibility for an October 18,
1998 act of arson at a ski resort in Vail, Colorado that resulted in
approximately $12 million in damages;
Whereas the Earth Liberation Front claimed responsibility for a December 31,
1999 act of arson at Michigan State University that resulted in
approximately $400,000 in damages;
Whereas the Earth Liberation Front celebrated and claimed responsibility for a
March 24, 2002 arson attack on construction equipment at Wintergreen
Gorge in Erie, Pennsylvania which resulted in more than $500,000 in
damages;
Whereas the Earth Liberation Front claimed responsibility for an act of arson
against the United States Forest Service Northeast Research Station in
Irvine, Pennsylvania on August 11, 2002, resulting in $700,000 in
damages;
Whereas the Earth Liberation Front claimed responsibility for a November 26,
2002 act of arson against a private mink farm in Erie, Pennsylvania,
resulting in at least $90,000 in damages; and
Whereas the Earth Liberation Front claimed responsibility for a January 1, 2003
act of arson against an automobile dealership in Girard, Pennsylvania,
causing an estimated $97,000 in damage: Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That (a) the Congress (1) condemns the Earth Liberation Front and its
perpetration of actions that destroy private property and endanger
human lives; (2) denounces the Earth Liberation Front's press arm and
its rhetorical support of action that endangers the lives of private
property owners, government officials, law enforcement and
firefighters; (3) deplores the Earth Liberation Front and its
destruction of at least $40 million in private property; and (4)
condemns the Earth Liberation Front for its adoption of terrorist
tactics.
(b) It is the Sense of Congress that the Attorney General and the
Director of the Federal Bureau of Investigation should: (1) agressively
seek to investigate and punish actions undertaken by the Earth
Liberation Front and its supporters; (2) pursue the Earth Liberation
Front as a terrorist organization; (3) work closely with state and
local law enforcement to combat the Earth Liberation Front and its
destruction of private property; and (4) continue to exhaust all
resources in the fight against all forms of terrorism, foreign and
domestic
