certain real property of the United States on the Island of Vieques to 
                              Puerto Rico.

  Mr. Inhofe introduced the following bill; which was read twice and 
              referred to the Committee on Armed Services

                                 A BILL


 
   To impose a condition for the conveyance, previously required, of 
certain real property of the United States on the Island of Vieques to 
                              Puerto Rico.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. CONDITION FOR CONVEYANCE OF NAVAL AMMUNITION SUPPORT 
              DETACHMENT PROPERTY ON ISLAND OF VIEQUES TO PUERTO RICO.

    (a) Conveyance Subject to Fulfillment of Previous Assurances Made 
by Puerto Rico.--Section 1502(a) of the Floyd D. Spence National 
Defense Authorization Act for Fiscal Year 2001 (as enacted by Public 
Law 106-398) is amended--
            (1) in paragraph (1), by striking ``shall convey'' and 
        inserting ``may convey''; and
            (2) by striking paragraph (2) and inserting the following:
            ``(2) Condition.--The Secretary may exercise the authority 
        under paragraph (1) only if the Government of Puerto Rico is 
        fulfilling the assurances made to the United States by the 
        Governor of Puerto Rico in 2000 regarding the restoration of 
        military training at the Navy's training sites on the Island of 
        Vieques.
            ``(3) Determination of compliance.--The Secretary shall 
        make the determination regarding the satisfaction of the 
        condition set forth in paragraph (2). The determination of the 
        Secretary shall be final.
            ``(4) Time for action.--The Secretary shall complete any 
        conveyance undertaken under this subsection not later than May 
        1, 2001.''.
    (b) Conforming Amendments.--Section 1502 of such Act, as amended by 
subsection (a), is further amended--
            (1) in subsection (a), by striking ``(a) Conveyance 
        Required.--'' and inserting ``(a) Conditional Authority.--'';
            (2) in subsection (b), by striking ``required''; and
            (3) in subsection (c)--
                    (A) in paragraph (1), by striking ``required'' and 
                inserting ``authorized''; and
                    (B) in paragraph (2), by striking ``complete the 
                conveyance by that date, as required by subsection 
                (a)(2)'' in the first sentence and inserting ``complete 
                any conveyance of property under subsection (a) by that 
                date''.
