bill; which was read twice and referred to the Committee on Energy and

A BILL
To direct the Secretary of Energy to establish a decommissioning pilot
program to decommission and decontaminate the sodium-cooled fast
breeder experimental test-site reactor located in northwest Arkansas.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. DECOMMISSIONING PILOT PROGRAM.
(a) Definitions.--In this section:
(1) Decommissioning report.--The term ``decommissioning
report'' means the report entitled ``Conceptual Cost Estimate
for Decommissioning the Southwest Experimental Fast Oxide
Reactor'' and dated August 31, 1998, issued by the Department
of Energy Office of Environmental Restoration.
(2) Reactor.--The term ``reactor'' means the sodium-cooled
fast breeder experimental test-site reactor located in
northwest Arkansas.
(3) Secretary.--The term ``Secretary'' means the Secretary
of Energy.
(b) Authorization.--The Secretary shall establish a decommissioning
pilot program to decommission and decontaminate the reactor in
accordance with the decommissioning report.
(c) Decommissioning Plan.--Not later than 180 days after the date
of enactment of this Act, the Secretary shall--
(1) complete a review of the decommissioning report; and
(2) develop a decommissioning plan that provides for--
(A) removal of all radioactive material and
hazardous material from the reactor;
(B) decontamination and demolition of all
structures relating to the reactor; and
(C) restoration of the reactor site to greenfield
condition; and
(3) submit to the Committee on Energy and Natural Resources
of the Senate and the Committee on Energy and Commerce of the
House of Representatives a report that describes the
decommissioning plan.
(d) Final report.--On completion of decommissioning and
decontaminating activities at the reactor, the Secretary shall submit
to the Committee on Energy and Natural Resources of the Senate and the
Committee on Energy and Commerce of the House of Representatives a
report that describes--
(1) the success of those activities in achieving the
objectives of the decommissioning report; and
(2) any useful knowledge gained in conducting the
activities.
(e) Authorization of Appropriations.--There is authorized to be
appropriated to carry out this Act $16,000,000.
