To accelerate the effective date for the expansion of the adoption tax 
         credit and the adoption assistance programs by 1 year.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ACCELERATION OF EFFECTIVE DATE FOR EXPANSION OF ADOPTION TAX 
              CREDIT AND ADOPTION ASSISTANCE PROGRAMS.

    Subsection (g) of section 202 of the Economic Growth and Tax Relief 
Reconciliation Act of 2001 is amended to read as follows:
    ``(g) Effective Date.--The amendments made by this section shall 
apply to taxable years beginning after December 31, 2001.''.
