Mr. Kucinich submitted the following resolution; which was referred to
the Committee on Rules

RESOLUTION
Providing for consideration of the bill (H.R. 808) to provide certain
safeguards with respect to the domestic steel industry.
Resolved, That immediately upon the adoption of this resolution the
House shall resolve into the Committee of the Whole House on the state
of the Union for consideration of the bill (H.R. 808) to provide
certain safeguards with respect to the domestic steel industry. The
first reading of the bill shall be dispensed with and all points of
order against the bill and its consideration are waived. General debate
shall be confined to the bill and shall not exceed three hours, to be
equally divided and controlled by Mr. Kucinich of Ohio and a Member
opposed thereto. After general debate, the bill shall be considered as
having been read for amendment under the five-minute rule. The
amendment set forth in section 2 of this resolution shall be considered
as having been adopted in the House and in the Committee of the Whole.
No other amendment to the bill shall be in order except two amendments
to section 5 (excise tax on steel) (as amended by the amendment set
forth in section 2 of this resolution) of which one may be offered by a
majority party member and one by a minority party member. At the
conclusion of the consideration of the bill for amendment, the
Committee shall rise and report the bill to the House with such
amendments as may have been adopted. The previous question shall be
considered as ordered on the bill and amendments thereto to final
passage without intervening motion, except one motion to recommit with
or without instructions. If the Committee of the Whole rises and
reports that it has come to no resolution on the bill, then on the next
legislative day the House shall, immediately after the third daily
order of business under clause 1 of rule XIV, resolve into the
Committee of the Whole for further consideration of the bill.
Sec. 2. The amendment referred to in section 1 is as follows:
Strike section 2 and titles I, III, and IV of the bill; redesignate
sections 201 through 204 as sections 2 through 5, respectively; strike
the center heading of title II; and redesignate the cross-references
accordingly.
