Mr. Gallegly (for himself and Mr. Hilliard) submitted the following
resolution; which was referred to the Committee on International
Relations

RESOLUTION
Expressing appreciation to the North Atlantic Treaty Organization, the
European Union, the Organization for Security and Cooperation in
Europe, and the individual countries of Europe for providing or
offering military forces and other assistance in support of Operation
Enduring Freedom and the campaign against international terrorism.
Whereas NATO on September 12, 2001, invoked, for the first time in the history
of the Alliance, article V of the North Atlantic Treaty, which states
that ``an armed attack against one or more of the Allies in Europe or
North America shall be considered an attack against them all'', and
subsequently adopted measures to be taken individually and collectively
to operationalize Article V in support of the campaign against
terrorism;
Whereas the European Union on September 21, 2001, approved a plan of action to
combat terrorism that included enhancing law enforcement and judicial
cooperation, and subsequently has adopted initiatives to facilitate
cooperation between the European Union and the United States in areas
including police and judicial procedures, aviation and transport
security, financial services policy, export control and
nonproliferation, and border controls;
Whereas 17 countries of Central and Eastern Europe on November 6, 2001, at the
Warsaw Conference on Combating Terrorism agreed to regional cooperation
in fighting international terrorism, and adopted an action plan calling
for increased cooperation and information exchange in the areas of
intelligence, policing, financial services and border controls;
Whereas on December 4, 2001, the 55 member nations of the Organization for
Security and Cooperation in Europe unanimously adopted a plan which
includes enhanced police cooperation against suspected terrorists and
terrorist organizations and steps to cut off international financial
assistance to militant groups and suspected terrorist organizations; and
Whereas several individual countries of Europe, including the United Kingdom,
France, Germany, Turkey, Italy, the Czech Republic, and Poland, have
contributed actual military forces in support of Operation Enduring
Freedom, and others have offered to contribute military support and
humanitarian assistance: Now, therefore, be it
Resolved, That the House of Representatives--
(1) expresses appreciation to the North Atlantic Treaty
Organization, the European Union, the Organization for Security
and Cooperation in Europe, and the individual countries of
Europe for providing or offering military forces and other
assistance in support of Operation Enduring Freedom and the
campaign against international terrorism; and
(2) reaffirms the importance of the transatlantic
relationship and of the commitment and support of our European
allies and partners.
