Mr. Dingell submitted the following resolution; which was referred to
the Committee on International Relations

RESOLUTION
Expressing the sense of the House of Representatives with respect to
ceasing hostilities in Israel, the West Bank, and the Gaza Strip.
Whereas it is in the best interests of Israel, the Palestinian Authority, the
countries located in the Middle East, and of the world that the violence
that has consumed Israel, the West Bank, and the Gaza Strip cease
immediately;
Whereas there is a grave danger that clashes between Palestinians and Israelis
will escalate and lead to greater bloodshed in Israel, the West Bank,
and Gaza Strip;
Whereas the ongoing period of violence that began on September 28, 2000, between
Israelis and Palestinians has destabilized the Middle East and increased
the likelihood of a regional armed conflict;
Whereas Israelis and the Palestinians have thus far been unable to stop the
violence despite bilateral talks;
Whereas efforts undertaken by the United States and others have also been unable
to halt the bloodshed between Israelis and Palestinians; and
Whereas it is in the interests of both Israel and the Palestinian Authority to
abide by current peace agreements and explore all viable options that
would lead to a cessation of hostilities and a permanent peace
agreement: Now, therefore, be it
Resolved, That it is the sense of the House of Representatives
that--
(1) Israel and the Palestinian Authority should fully
commit themselves to end hostilities and work toward a
permanent peace agreement; and
(2) failing an immediate cessation of hostilities, and a
stall in mediation efforts, the United Nations should meet to
address the situation in Israel, the West Bank, and the Gaza
Strip and should authorize the Secretary-General of the United
Nations to take appropriate steps to bring about an end to the
53-year-old conflict in the region, including, if necessary,
the use of United Nations peacekeeping forces.
