To suspend for a period of 6 months the determination of the Librarian 
   of Congress of July 8, 2002, relating to rates and terms for the 
   digital performance of sound recordings and ephemeral recordings.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SUSPENSION OF DETERMINATION OF LIBRARIAN OF CONGRESS OF JULY 
              8, 2001.

    The determination by the Librarian of Congress of July 8, 2002, of 
rates and terms for the digital performance of sound recordings and 
ephemeral recordings, pursuant to section 112 and section 114 of title 
17, United States Code, shall not apply during the 6-month period 
beginning on October 20, 2002.
