    containing flexible magnets and to create additional U.S. notes 
explaining the tariff classification of flexible magnets and composite 
                   goods containing flexible magnets.

To amend the Harmonized Tariff Schedule of the United States to provide 
     separate subheadings for flexible magnets and composite goods 
    containing flexible magnets and to create additional U.S. notes 
explaining the tariff classification of flexible magnets and composite 
                   goods containing flexible magnets.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. FLEXIBLE MAGNETS AND COMPOSITE GOODS CONTAINING FLEXIBLE 
              MAGNETS.

    (a) In General.--Heading 8505 of chapter 85 of the Harmonized 
Tariff Schedule of the United States is amended--
            (1) by striking subheading 8505.19.00 and inserting the 
        following new subheadings, with the article description for 
        subheadings 8505.19.10, 8505.19.20, and 8505.19.30 having the 
        same degree of indentation as the article description for 
        subheading 8505.11.00:

    (b) Composite Goods Containing Flexible Magnet.--
            (1) In general.--The additional U.S. Notes to chapter 85 of 
        the Harmonized Tariff Schedule of the United States are 
        amended--
                    (A) by redesignating notes 2 through 12 as notes 4 
                through 14, respectively; and
                    (B) by inserting after note 1 the following new 
                notes:
``2. For purposes of heading 8505.19.10, the term `flexible magnet' 
        includes products made of magnetic or magnetic receptive powder 
        of metal or nonmetallic substances (e.g., strontium, ferrite, 
        iron, etc.) agglomerated with rubber or plastics or with any 
        other substances used as binders. Such articles may be rendered 
        permanently magnetic or may be intended to be magnetized.
``3. Composite goods containing a flexible magnet for which magnetism 
        or magnetic properties provide the essential character are 
        classified under heading 8505.19.20 as permanent magnets of 
        other materials. All such composite goods are classified under 
        heading 8505.19.20 unless the magnet is merely an insignificant 
        part of a larger article (e.g., kitchen cabinets with a magnet 
        to keep the doors closed).''.
    (c) Effective Date.--The amendments made by this section shall 
apply with respect to articles entered, or withdrawn from warehouse for 
consumption, on or after the 15th day after the date of enactment of 
this Act.
