To require the Consumer Product Safety Commission to conduct a study on 
     methods to dramatically increase the percentage of consumers 
             effectively reached by product safety recalls.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Consumer Product Safety Recall 
Improvement Act''.

SEC. 2. STUDY AND REPORT ON INCREASING PERCENTAGE OF CONSUMERS 
              EFFECTIVELY REACHED BY PRODUCT SAFETY RECALLS.

    The Consumer Product Safety Commission shall conduct a study, in 
close consultation with manufacturers, retailers, consumer reporting 
agencies, systems suppliers, and consumer advocates, on methods to 
dramatically increase the number of consumers effectively reached by 
product safety recalls, including by creation of an improved consumer 
recall notification system. Such a system should enable product recalls 
to reach a majority of owners of recalled products, should be 
consistent with safety, business practicalities, timeliness, and 
concerns for privacy, and should be able to be carried out without 
unreasonable costs to businesses and without cost or inconvenience to 
affected consumers. Not later than 1 year after the date of enactment 
of this Act, the Commission shall submit to the Congress a report on 
the study and shall include in the report the Commission's findings, 
recommendations, and a proposed plan for implementation of such a 
consumer recall notification system.
