  Mr. Collins (for himself and Mr. Pomeroy) introduced the following 
 bill; which was referred to the Committee on Energy and Commerce, and 
  in addition to the Committee on Ways and Means, for a period to be 
subsequently determined by the Speaker, in each case for consideration 
  of such provisions as fall within the jurisdiction of the committee 
                               concerned

      To amend title XI of the Social Security Act to clarify the 
              coordination of benefits among health plans.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. CLARIFICATION RELATING TO TRANSFER OF INFORMATION AMONG 
              HEALTH PLANS.

    Section 1173(f) of the Social Security Act (42 U.S.C. 1320d-2(f)) 
is amended by adding at the end the following: ``For purposes of this 
subsection, the term `coordination of benefits' means provisions that 
meet the standards and requirements of the 1996 NAIC Group Coordination 
of Benefits Model Regulation.''.
