passenger or cargo capacity of any airport that is located in a county
with a population of more than 9,000,000 and that has the capacity to
serve 80,000,000 or more air passengers annually.

A BILL
To amend title 49, United States Code, to prohibit the expansion of the
passenger or cargo capacity of any airport that is located in a county
with a population of more than 9,000,000 and that has the capacity to
serve 80,000,000 or more air passengers annually.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Large Capacity Airport Limitation
Act''.
SEC. 2. PROHIBITION ON EXPANSION OF CERTAIN AIRPORTS.
Section 47101(c) of title 49, United States Code, is amended--
(1) by striking ``It is in the public interest'' and
inserting the following:
``(1) In general.--It is in the public interest'';
(2) by adding at the end the following:
``(2) Prohibition on expansion of certain airports.--To
carry out the policy of paragraph (1), the Secretary shall
prohibit the construction of any project for expansion of the
passenger or cargo capacity of any airport that is located in a
county with a population of more than 9,000,000 and that has
the capacity to serve 80,000,000 or more air passengers
annually.''; and
(3) by aligning the remainder of paragraph (1) (as
designated by paragraph (1) of this section) with paragraph (2)
(as added by paragraph (2) of this section).
