and Mrs. Emerson) introduced the following bill; which was referred to
the Committee on Agriculture

A BILL
To amend the Food Stamp Act of 1977 to require the Secretary of
Agriculture to purchase additional commodities for distribution; and
for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Emergency Food Assistance Program
Enhancement Act of 2001''.
SEC. 2. USE OF FUNDS TO PURCHASE COMMODITIES.
Section 16(h) of the Food Stamp Act of 1977 (7 U.S.C. 2025(h)) is
amended--
(1) in paragraph (1)(C)--
(A) by striking ``Reallocation.--'' and inserting
``Reallocation of funds; use of funds.--(i)'', and
(B) by adding at the end the following:
``(ii) Funds available under clause (i) that are
not reallocated under such clause, but not to exceed
$40,000,000 for such fiscal year, shall be used by the
Secretary to purchase and distribute commodities in the
manner described in section 27 and in addition to the
dollar amount specified in such section, except that
not to exceed $10,000,000 of the funds available for
use under this clause shall be used by the Secretary to
pay for the direct and indirect costs of the States
related to the processing, storage, transporting, and
distributing to eligible recipient agencies (as defined
in section 201A of the Emergency Food Assistance Act of
1983 (7 U.S.C. 7105)) of--
``(I) commodities provided by the Secretary
under this clause and section 27; and
``(II) commodities secured from other
sources, including commodities secured by
gleaning (as defined in section 111 of the
Hunger Relief Act of 1988 (7 U.S.C. 612c
note)).'', and
(2) in paragraph (4) by inserting ``by the State agency''
after ``used'' each place it appears.
SEC. 3. RELATED AMENDMENT.
The 1st sentence of section 204(a)(1) of the Emergency Food
Assistance Act of 1983 (7 U.S.C. 7508) is amended--
(1) by striking ``administrative'', and
(2) by inserting ``storage,'' after ``processing,''.
SEC. 4. EFFECTIVE DATE.
This Act and the amendments made by this Act shall take effect on
October 1, 2001.
