               before the enactment of Public Law 99-145.

    To amend the provision of title 5, United States Code, commonly 
   referred to as the ``Monroney amendment'', to read as it last did 
               before the enactment of Public Law 99-145.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ``MONRONEY AMENDMENT'' RESTORED TO ITS PRIOR FORM.

    Paragraph (2) of section 5343(d) of title 5, United States Code, is 
amended to read as such paragraph last read before the enactment of 
section 1242 of the Department of Defense Authorization Act, 1986 
(Public Law 99-145; 99 Stat. 735).
