 To amend the Natural Gas Act to limit the extent to which natural gas 
             prices charged to end users may be increased.

 To amend the Natural Gas Act to limit the extent to which natural gas 
             prices charged to end users may be increased.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. LIMITATION.

    Section 4(a) of the Natural Gas Act (15 U.S.C. 717c(a)) is amended 
by adding at the end the following: ``A rate or charge made, demanded, 
or received, for a sale in interstate commerce of natural gas to an end 
user, that represents an increase in the rate or charge to such end 
user in excess of 15 percent per month shall be deemed to be not just 
and reasonable.''.
