referred to the Committee on Energy and Commerce

A BILL
To require the Department of Energy to study potential regulatory
improvements that may help alleviate high fuel prices.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That the Secretary of
Energy shall undertake a study of areas where Federal regulations may
be modified to help alleviate ongoing gasoline price pressures,
including--
(1) the potential for improvements related to increased
costs resulting from the high number of ``boutique'' fuel
formulations produced in the United States;
(2) the potential for decreasing refining costs through
changes in fuel Reid Vapor Pressure (RVP) requirements;
(3) the potential for cost savings through regulatory
changes related to the transition from winter to summer fuel
mixes; and
(4) any other areas that the Secretary believes that
regulations could be streamlined or improved to alleviate high
fuel prices.
The Secretary shall submit a report to Congress containing the results
of such study within 90 days after the enactment of this Act.
