A BILL
To provide for an exchange of certain property between the United
States and Ephraim City, Utah.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PROPERTY EXCHANGE.
(a) Authority.--If Ephraim City, Utah, conveys to the United States
all right, title, and interest in and to the land described in section
2(a), the Secretary of Agriculture shall immediately convey to Ephraim
City, Utah, all right, title, and interest of the United States in and
to the land and the right-of-way described in section 2(b).
(b) Exchange of Equal Value.--The land authorized to be exchanged
under subsection (a) shall be deemed to be of equal value for the
purposes of any Federal law or regulation governing exchanges involving
Federal land.
(c) Not a Major Federal Action.--The exchange authorized by
subsection (a) shall not be considered a major Federal action for the
purposes of section 102(2)(C) of the National Environmental Policy Act
of 1969 (42 U.S.C. 4332(2)(C)).
SEC. 2. PROPERTY DESCRIBED.
(a) Ephraim City Land.--The land authorized to be conveyed to the
United States under section 1 is the approximately 3.226 acres of land
generally depicted on the map entitled ``Land Exchange Between the
United States of America and Ephraim City'', dated February 1, 2001,
and known as the Ephraim City Industrial Park Property.
(b) United States Land and Right-of-Way.--The land and right-of-way
authorized to be conveyed to Ephraim City, Utah, under section 1 are
described as follows:
(1) Land.--The approximately 0.700 acres of land generally
depicted on the map entitled ``Land Conveyance to Ephraim City
from the United States of America'', dated February 1, 2001.
(2) Right-of-way.--The right-of-way beginning 168.00 feet 4
inches South and 170.00 feet East from the northwest corner of
Block 16, Plat ``A'', Ephraim City Survey, Sanpete County,
State of Utah: thence northwesterly to a point 1.30 chains East
from the northwest corner of Block 16; thence West 18.00 feet;
thence southeasterly to a point 18.00 feet West of the
beginning point; thence East 18.00 feet to the point of
beginning.
SEC. 3. JURISDICTION OF LAND CONVEYED TO THE UNITED STATES.
Any land conveyed to the Unites States pursuant to this Act shall
be under the administrative jurisdiction of the United States Forest
Service.
