To amend title XIX of the Social Security Act to increase the personal 
  needs allowance applied to institutionalized individuals under the 
                           medicaid program.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. INCREASE IN MEDICAID PERSONAL NEEDS ALLOWANCE FOR 
              INSTITUTIONALIZED INDIVIDUALS.

    (a) In General.--Section 1902(q)(2) of the Social Security Act (42 
U.S.C. 1396a(q)(2)) is amended by striking ``$30'' and ``$60'' and 
inserting ``$50'' and ``$100'', respectively.
    (b) Effective Date.--The amendments made by subsection (a) shall 
apply to months beginning with January 2002.
