A BILL
To provide for quality remedial education by encouraging increased
partnerships between middle and high schools with community and
technical colleges which have experience in remedial education
services.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REMEDIAL EDUCATION.
Title X of the Elementary and Secondary Education Act of 1965 (20
U.S.C. 8001 et seq.) is amended by adding at the end the following:
``PART M--REMEDIAL EDUCATION
``SEC. 10996A. SHORT TITLE; FINDINGS.
``(a) Short Title.--This part may be cited as the `Quality Remedial
Education Act of 2001'.
``(b) Findings.--Congress makes the following findings:
``(1) Often due to circumstances beyond a child's control,
a child may fall behind classmates in attempting to obtain
basic skills. Falling behind may result from language barriers,
emotional problems, delays in development, or other
interruptions in a young person's educational experience.
``(2) It is important for these children and for our
society that we do not allow children to fall through the
cracks and be left behind.
``(3) Currently, too many children leave high school with a
set of skills inferior to those of other classmates. These
young people face increased difficulty in the job market.
``(4) Our Nation's workforce greatly needs well-trained and
highly-skilled workers.
``(5) Community and technical colleges have extensive
experience in helping to provide remedial services to young
people entering their programs. These colleges provide an
excellent source of assistance in remedial education services.
``SEC. 10996B. PURPOSE.
``The purpose of this part is to promote remedial reading, writing,
and mathematics educational programs among all United States students
in kindergarten through grade 12 by enhancing national leadership in
remedial education through encouraging partnerships between local
educational agencies and community or technical colleges that have
experience in remedial education services.
``SEC. 10996C. GRANTS TO LOCAL EDUCATION AGENCIES.
``(a) In General.--The Secretary of Education is authorized to
award grants to local educational agencies that, in partnership with
community or technical colleges, help to create effective quality
remedial education programs for students who are consistently behind
peers in reading, writing, or mathematics skills.
``(b) Application.--To be eligible to receive a grant under this
section, a local educational agency shall submit to the Secretary an
application at such time, in such manner, and accompanied by such
information as the Secretary may require.
``SEC. 10996D. USE OF GRANT FUNDS.
``A local educational agency that receives a grant under this part
may use such funds--
``(1) to create a quality remedial educational program that
is specifically targeted at students who are behind their grade
level in reading, writing, or mathematics skills;
``(2) to strengthen and expand current remedial education
programs;
``(3) to create partnerships with community or technical
colleges to offer remedial education services to students who
are behind their peers in reading, writing, or mathematics
skills;
``(4) to promote training of teachers regarding the
effective identification of students needing remedial
education; or
``(5) to develop or improve the existing remedial education
curriculum.
``SEC. 10996E. AUTHORIZATION OF APPROPRIATIONS.
``There are authorized to be appropriated to carry out this part
$5,000,000 for fiscal year 2002, and such sums as may be necessary for
each of the 4 succeeding fiscal years.''.
