CONCURRENT RESOLUTION
Commending the Council for Chemical Research for publishing a new
study, entitled ``Measuring Up: Research & Development Counts in the
Chemical Industry''.
Whereas the Council for Chemical Research is a membership organization
representing industry, academia, and government, formed in 1979;
Whereas the council's mission is to encourage high-quality education in the
chemical sciences and engineering, and to promote research in chemistry-
based sciences, engineering, and technology that benefits the Nation,
through productive interactions among the industrial, academic, and
governmental research sectors;
Whereas in May 2001, the council published a new study, entitled ``Measuring Up:
Research & Development Counts in the Chemical Industry'', which, for the
first time, quantifies the return on investment in chemical research and
development;
Whereas according to the study, chemical research and development plays a
critical role in the United States economy and generates a strong return
on investment for American institutions;
Whereas in 1998 the chemical industry generated $68,000,000,000 in exports,
which comprised 10 percent of all United States exports;
Whereas the United States' recent economic growth resulted largely from
increases in ``knowledge capital'' in a variety of industries;
Whereas research and development is the catalyst for economic growth in the
chemical industry and other industries;
Whereas the chemical industry is a major building block of the United States
economy, having grown steadily and become a world leader in scientific
advances even in the face of increasing global competition;
Whereas a substantial number of globally beneficial, breakthrough advances have
emerged from United States chemical laboratories;
Whereas these breakthrough advances in chemical research have established the
foundation for advances in agriculture, transportation, housing,
electronics, communications, biochemistry, national defense,
environmental protection, and other fields;
Whereas none of these fields can alone sustain the research and development
necessary to achieve scientific advances for the economic and social
well-being of the Nation;
Whereas on average, every dollar invested in chemical research and development
produces $2 in corporate operating income over a period of 6 years--an
average annual return of 17 percent after taxes;
Whereas chemical patents in the United States have a higher incidence of linkage
to scientific papers than other patents--roughly 6 science references
per chemical patent, the high end of the range for patents of all
industries; and
Whereas sustained research and development investments will provide the
technological base for the Nation's bright future: Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That the Congress commends the Council for Chemical Research for
publishing a new study, entitled ``Measuring Up: Research & Development
Counts in the Chemical Industry'', which, for the first time,
quantifies the return on investment in chemical research and
development.
