Mr. Rohrabacher introduced the following bill; which was referred to

A BILL
To provide private relief for Salah Idris of Saudi Arabia and El Shifa
Pharmaceuticals Industries Company relating to the bombing and
destruction of the El Shifa Pharmaceutical plant in Khartoum, Sudan,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PAYMENT.
The Secretary of the Treasury shall pay, out of any money in the
Treasury not otherwise appropriated, to Salah Idris of Saudi Arabia and
to El Shifa Pharmaceuticals Industries Company the sum of $50,000,000
in full settlement of their claims arising from the bombing and
destruction of the El Shifa Pharmaceutical plant in Khartoum, Sudan, on
August 20, 1998, by the Armed Forces of the United States.
SEC. 2. LIMITATION ON ATTORNEYS' FEES.
No part of the amounts appropriated under section 1 in excess of 10
percent thereof shall be paid or delivered to or received by any agent
or attorney on account of services rendered in connection with the
claim referred to in section 1, and the same shall be unlawful, any
contract to the contrary notwithstanding. Any person violating the
provisions of this section shall be guilty of a misdemeanor and upon
conviction thereof shall be fined in a sum not to exceed $1,000.
