 To amend the Communications Act of 1934 to prevent splitting of local 
            communities into multiple telephone area codes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SPLITTING OF MUNICIPALITIES PROHIBITED.

    Section 251(e) of the Communications Act of 1934 (47 U.S.C. 251(e)) 
is amended by adding at the end the following new paragraph:
            ``(3) Splitting of municipalities prohibited.--The 
        Commission shall not, after the date of enactment of this 
        paragraph, permit the implementation of any numbering plan if 
        such numbering plan will divide any municipality with a 
        population of less than 500,000 individuals (as determined in 
        the most recent decennial census) among two or more telephone 
        number area codes.''.
