                                 A BILL


 
To authorize the Secretary of Transportation to issue a certificate of 
 documentation and coastwise trade endorsement for the vessel EMERALD 
                                 AYES.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That notwithstanding 
section 27 of the Merchant Marine Act, 1920 (46 U.S.C. App. 883), the 
Act of June 19, 1886 (46 U.S.C. App. 289), and sections 12106 and 12107 
of title 46, United States Code, the Secretary of Transportation may 
issue a certificate of documentation with a coastwise endorsement for 
the vessel EMERALD AYES, United States official number 986099.
