A BILL
To authorize the transfer of naval vessels to certain foreign
countries.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. TRANSFER OF NAVAL VESSELS TO CERTAIN FOREIGN COUNTRIES.
(a) Authority.--The Secretary of the Navy is authorized to transfer
frigates of the Oliver Hazard Perry class to other countries as
follows:
(1) To the Government of Bahrain, the guided missile
frigate Jack Williams (FFG 24).
(2) To the Government of Egypt, the frigates Duncan (FFG
10) and Copeland (FFG 25).
(3) To the Government of Oman, the guided missile frigate
Mahlon S. Tisdale (FFG 27).
(4) To the Government of Turkey, the frigates Clifton
Sprague (FFG 16), Antrim (FFG 20), and Flatley (FFG 21).
(5) To the Government of the United Arab Emirates, the
guided missile frigate Gallery (FFG 26).
(b) Forms of Transfer.--A transfer under subsection (a) shall be
made--
(1) on a sales basis under section 21 of the Arms Export
Control Act (22 U.S.C. 2761); or
(2) on a lease basis under section 61 of such Act (22
U.S.C. 2796).
(c) Costs of Transfers.--Any expense incurred by the United States
in connection with a transfer authorized by subsection (a) shall be
charged to the recipient.
(d) Expiration of Authority.--The authority to transfer a vessel
under subsection (a) shall expire at the end of the two-year period
beginning on the date of the enactment of this Act, except that a lease
entered into during that period under subsection (b)(2) may be renewed.
(e) Repair and Refurbishment of Vessels in United States
Shipyards.--The Secretary shall request and encourage the country to
which a vessel is transferred under subsection (a) to have such repair
or refurbishment of the vessel as is needed, before the vessel joins
the naval forces of that country, performed at a shipyard located in
the United States, including a United States Navy shipyard.
(f) Prohibition on Certain Transfers of Vessels on Grant Basis.--
(1) Section 516(a) of the Foreign Assistance Act of 1961 (22 U.S.C.
2321j(a)) is amended in the first sentence by inserting before the
period at the end the following: ``, except that the President may not
transfer a vessel on a grant basis under this section''.
(2) The amendment made by paragraph (1) shall apply with respect to
the transfer of a vessel on or after the date of the enactment of this
Act.
