Mr. Ackerman (for himself, Mr. Gilman, Mr. Lantos, Mr. Torricelli, Mr.
Mfume, Mr. Serrano, and Mr. Bereuter) submitted the following
resolution; which was referred to the Committee on Foreign Affairs

RESOLUTION
Condemning the terrorist attack on the Delegation of Argentine Israeli
Associations on July 18, 1994, the terrorist attack on a Panamanian
commuter plane on July 20, 1994, and the terrorist bombings near the
Israeli embassy and a building housing Israeli and Jewish organizations
in London on July 26, 1994.
Whereas the bombing of the Delegation of Argentine Israeli Associations on July
18, 1994, is the deadliest attack on Jews in the Western Hemisphere to
date, and the worst attack on Jews outside Israel since World War II;
Whereas the attack on the Delegation of Argentine Israeli Associations was
directed at the center of Jewish life in Argentina;
Whereas the intimidation of the innocent continues through bomb threats against
the hospital that is caring for the victims of the attack;
Whereas, on July 20, 1994, in another savage terrorist attack, a Panamanian
commuter plane was blown up, killing 21 persons, 12 of whom were Jewish;
Whereas the same Lebanon-based group, calling itself the ``Partisans of God'',
took responsibility for both diabolical acts;
Whereas, on July 26, 1994, a bomb, apparently planted by terrorists, exploded
near the Israeli embassy in London, injuring 14 persons;
Whereas on the same day a second bomb exploded in the north of London outside a
building housing Israeli and Jewish organizations, injuring 5 persons;
Whereas terrorism, neo-Nazi activities, and anti-Semitic activity throughout the
world continue to escalate, and the safety and security of Jewish people
throughout the world is a matter of serious concern;
Whereas the kind of vicious hatred that motivated these attacks is still
prevalent in many countries throughout the world, including the United
States;
Whereas some fanatics are apparently so opposed to the Middle East peace process
that they are willing to murder innocent people to sabotage it; and
Whereas terrorism must be condemned in the strongest terms whenever and wherever
it occurs: Now, therefore, be it
Resolved, That the House of Representatives--
(1) extends it condolences to the families and friends who
lost loved ones in the bombing of the Delegation of Argentine
Israeli Associations on July 18, 1994, and the Panamanian
commuter plane on July 20, 1994;
(2) condemns these inhuman and unforgivable terrorist
attacks on innocent people, and calls for worldwide cooperation
in bringing the perpetrators of this crime against humanity to
justice;
(3) expresses support for the Jewish communities in
Argentina, Panama, and the United Kingdom, and their efforts to
attain safety and security in their own countries;
(4) urges the governments and the people of Argentina,
Panama, and the United Kingdom, to continue to work to stamp
out the scourge of anti-Semitism and neo-Nazism; and
(5) condemns anti-Semitism, neo-Nazi activities, and
terrorism wherever they occur, and urges the international
community to do the same.
