      Resolved, That the bill from the House of Representatives (H.R. 
2492) entitled ``An Act making appropriations for the government of the 
District of Columbia and other activities chargeable in whole or in 
part against the revenues of said District for the fiscal year ending 
September 30, 1994, and for other purposes'', do pass with the

    Sec. 135. (a) None of the funds provided in this Act or any other 
funds available to the District of Columbia shall be used for any 
contract to provide goods or services to or on behalf of the District 
of Columbia which currently are provided by employees, departments, or 
agencies of the District of Columbia until the Mayor submits to the 
Council and the Council approves revised contracting policies and 
procedures.
    (b) The revised contracting policies and procedures required by 
subsection (a) of this section shall provide that--
            (1) a cost analysis comparing the in-house costs of 
        providing the service with the costs associated with 
        contracting for the service shall be completed for each 
        contract proposed pursuant to this section;
            (2) contracting out will provide savings over the duration 
        of the contract of at least 10 percent.

to the Congress within 90 days on the status of construction of a new

SEC. 140. AMENDMENTS TO CHARTER FOR GROUP HOSPITALIZATION AND MEDICAL 
              SERVICES.

    (a) Legal Domicile.--The first section of the Act entitled ``An Act 
providing for the incorporation of certain persons as Group 
Hospitalization, Inc.'', approved August 11, 1939 (referred to as ``the 
Act''), is amended by adding at the end thereof the following: ``The 
District of Columbia shall be the legal domicile of the corporation.''.
    (b) Regulatory Authority.--
            (1) In general.--Section 5 of the Act is amended to read as 
        follows:
    ``Sec. 5. The corporation shall be licensed and regulated by the 
District of Columbia in accordance with the laws and regulations of the 
District of Columbia.''.
            (2) Repeal.--The Act is amended by striking section 7.
    (c) Reimbursement of Regulatory Costs by the Corporation.--The Act 
(as amended by subsection (b)) is amended by inserting after section 6 
the following new section:
    ``Sec. 7. The corporation shall reimburse the District of Columbia 
for the costs of insurance regulation (including financial and market 
conduct examinations) of the corporation and its affiliates and 
subsidiaries by the District of Columbia.''.
    (d) Effective Date.--The amendments made by this section shall take 
effect on the date of enactment of this Act.
