Connolly Esophageal Cancer Awareness Act of 2025.</p></sidenote>
<section id="d489e88" identifier="/us/pl/119/96/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Gerald E. Connolly Esophageal Cancer Awareness Act of 2025</shortTitle>”.</content></section>
<section id="d489e98" identifier="/us/pl/119/96/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc968dc0d-665d-11f1-ac0b-25402618b30d" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="yc968dc0e-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>esophageal cancer is the fastest increasing cancer among American men;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc0f-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>esophageal cancer is one of the fastest growing cancer diagnoses among all Americans, increasing more than 700 percent in recent decades;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc10-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>esophageal cancer kills 1 American every 36 minutes every day;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc11-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>esophageal cancer is among the deadliest of cancers, with only about 1 in 5 patients surviving 5 years;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc12-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>esophageal cancer has tripled in incidence among younger Americans in recent decades;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc13-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>esophageal cancer has low survival rates because it is usually discovered at advanced stages when treatment outcomes are poor;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc14-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>raising awareness about esophageal cancer empowers individuals to seek preventive care, recognize symptoms, and pursue early detection strategies;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc15-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>survivors, caregivers, medical professionals, and researchers have made tremendous strides in advancing treatment options and improving the quality of life for those affected by the disease;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc16-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>esophageal cancer can be prevented through early detection of its precursor, Barrett’s esophagus, which can be eliminated with curative outpatient techniques;</content></paragraph>
<paragraph class="fontsize10" id="yc968dc17-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>research indicates that patients diagnosed with early-stage esophageal cancer have a significantly higher 5-year survival rate (as high as 49 percent) compared to those diagnosed at later stages, underscoring the critical need for enhanced screening and awareness; and</content></paragraph>
<paragraph class="fontsize10" id="yc968dc18-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><chapeau>as of December 2022, the American Gastroenterological Association recommends screening with a standard upper endoscopy in individuals with 3 or more established risk factors <page identifier="/us/stat/140/835">140 STAT. 835</page>
for Barrett’s Esophagus and esophageal adenocarcinoma, including—</chapeau><subparagraph class="fontsize10" id="yc968dc19-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>male sex;</content></subparagraph>
<subparagraph class="fontsize10" id="yc968dc1a-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>non-Hispanic white ethnicity;</content></subparagraph>
<subparagraph class="fontsize10" id="yc968dc1b-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>age of 50 years or older;</content></subparagraph>
<subparagraph class="fontsize10" id="yc968dc1c-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>a history of smoking, chronic gastrointestinal reflux disease, or obesity; and</content></subparagraph>
<subparagraph class="fontsize10" id="yc968dc1d-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s2/11/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>a family history of Barrett’s Esophagus or esophageal adenocarcinoma.</content></subparagraph>

<section id="d489e191" identifier="/us/pl/119/96/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>GAO REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xc969032e-665d-11f1-ac0b-25402618b30d" style="-uslm-lc:I658120">  Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to Congress that includes an evaluation of—</chapeau><paragraph class="fontsize10" id="yc969032f-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the total impact of esophageal cancer-related health care spending under the Federal Employee Health Benefits Program for Federal employees and retirees diagnosed with esophageal cancer; and</content></paragraph>
<paragraph class="fontsize10" id="yc9692a40-665d-11f1-ac0b-25402618b30d" identifier="/us/pl/119/96/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>how often individuals covered under the Federal Employees Health Benefits Program with medical records indicating such individuals are high-risk for esophageal cancer undergo screening according to the established guidelines.</content></paragraph>
