<section id="d240e98" identifier="/us/pl/119/94/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5efcf8fe-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s10101">34 USC 10101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Medal of Sacrifice Act of 2025</shortTitle>”.</content></section>
<section id="d240e113" identifier="/us/pl/119/94/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5efd471f-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s51101">34 USC 51101</ref>.</p></sidenote><heading>MEDAL OF SACRIFICE FOR LAW ENFORCEMENT OFFICERS AND FIRST RESPONDERS.</heading><subsection class="firstIndent0 fontsize10" id="y5f044c00-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Medal of Sacrifice for Law Enforcement Officers and First Responders</inline>.—</heading><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f047311-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">President.</p></sidenote>The President shall issue a medal of sacrifice for law enforcement officers and first responders who were killed in the line of duty.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y5f047312-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Eligibility</inline>.—</heading><paragraph class="fontsize10" id="y5f047313-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>A local, State, Tribal, territorial, or Federal law enforcement officer or first responder who was killed in the line of duty shall be eligible for the medal of sacrifice established under subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="y5f047314-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Exception</inline>.—</heading><subparagraph class="fontsize10" id="y5f047315-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>A local, State, Tribal, territorial, or Federal law enforcement officer or first responder who is killed in the line of duty, but who is subject to an official finding of wrongdoing, shall not be eligible for the medal of sacrifice established under subsection (a).</content></subparagraph>
<subparagraph class="fontsize10" id="y5f047316-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Investigation</inline>.—</heading><content>In the case of an official finding of wrongdoing, the Commission established under subsection (c) shall investigate the circumstances surrounding the law enforcement officer’s or first responder’s cause of death, including considering any findings by the local, State, Tribal, territorial, or Federal agency with respect to the officer’s or responder’s death. <sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f047317-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Determination.</p></sidenote>The Commission established under subsection (c) shall make a final determination as to the officer’s eligibility for the medal established under subsection (a).</content></subparagraph>
<subparagraph class="fontsize10" id="y5f047318-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/b/2/C" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f049a29-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Definition.</p></sidenote><inline class="smallCaps">Official finding of wrongdoing</inline>.—</heading><content>In this paragraph, the term “<term>official finding of wrongdoing</term>” means a determination by the law enforcement officer’s or first responders’ superior officer or employing law agency that the officer acted outside of the scope of their duties or not in accordance with the agency’s official policies or procedures.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y5f049a2a-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f049a2b-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">President.</p></sidenote><inline class="smallCaps">Commission on Medal of Sacrifice for Law Enforcement Officers and First Responders</inline>.—</heading><page identifier="/us/stat/140/831">140 STAT. 831</page>
<paragraph class="fontsize10" id="y5f049a2c-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>The President shall establish a Commission on the medal of sacrifice for law enforcement officers and first responders (hereinafter known as the “Commission”).</content></paragraph>
<paragraph class="fontsize10" id="y5f049a2d-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f049a2e-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Deadline.</p></sidenote><inline class="smallCaps">Appointment</inline>.—</heading><content>Not later than 150 days after the date of the enactment of this Act, the President shall appoint 12 members of the Commission. Such members shall be law enforcement officers, first responders, and representatives of organizations knowledgeable about law enforcement.</content></paragraph>
<paragraph class="fontsize10" id="y5f04c13f-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Term</inline>.—</heading><content>Members of the Commission shall be appointed for a term of 5 years and shall be eligible to serve up to two terms, either consecutively or non-consecutively. The President shall make appointments to fill such vacancies as may occur on the Board.</content></paragraph>
<paragraph class="fontsize10" id="y5f04c140-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Prohibition on payment</inline>.—</heading><content>Members shall not be paid for serving on the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y5f04c141-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Responsibilities</inline>.—</heading><chapeau>The Commission shall—</chapeau><subparagraph class="fontsize10" id="y5f04c142-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>advise the Commission on the design of the medal of sacrifice for law enforcement officers and first responders;</content></subparagraph>
<subparagraph class="fontsize10" id="y5f04c143-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>promote the establishment of the medal of sacrifice for law enforcement officers and first responders;</content></subparagraph>
<subparagraph class="fontsize10" id="y5f04c144-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>determine how the medal of sacrifice for law enforcement officers and first responders shall be presented;</content></subparagraph>
<subparagraph class="fontsize10" id="y5f04c145-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>make any final determination necessary pursuant to subsection (b)(2)(B); and</content></subparagraph>
<subparagraph class="fontsize10" id="y5f04c146-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/5/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>advise the President regarding criteria for assessing eligibility pursuant to subsection (b).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y5f04c147-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Initial award</inline>.—</heading><chapeau>The Commission shall award the following law enforcement officers the medal of sacrifice:</chapeau><subparagraph class="fontsize10" id="y5f04c148-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f04c149-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Ralph “Butch” Waller.</p></sidenote>Deputy Ralph “Butch” Waller (Badge #8434);</content></subparagraph>
<subparagraph class="fontsize10" id="y5f04c14a-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f04e85b-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Ingnacio “Dan” Diaz.</p></sidenote>Deputy Ignacio “Dan” Diaz (Badge #7637); and</content></subparagraph>

<paragraph class="fontsize10" id="y5f04e85e-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/c/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5f04e85f-5f77-11f1-ac0b-25402618b30d" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Sunset</inline>.—</heading><content>The Commission shall cease to exist on the date on which the President determines that the Commission has completed each responsibility under paragraph (5).</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y5f04e860-5f77-11f1-ac0b-25402618b30d" identifier="/us/pl/119/94/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Description</inline>.—</heading><content>The medal of sacrifice for law enforcement officers and first responders shall be a modified quatrefoil, with rounded lobes extending from a central octagon. The field incorporates features of the Great Seal of the United States, redesigned by Tiffany &amp; Co in 1885. The American eagle is charged with a coat of arms as a shield, argent, on a chevron gules between three lions rampant azure, as many chevronels argent; the crest, out of a coronet or, a double-tailed lion rampant azure, holding in its dexter paw a torch or enflamed proper; and “Integritas” included as a motto. Surrounding the seal are mullets, 47 in number, alternating with three rampant lions and incorporating four chevrons. In base, the word “SACRIFICE” is inscribed. In dexter base, three oak leaves are placed, symbolizing the national tree of the U.S., representing strength, resilience, and honoring the families and widows of the fallen. The reverse of the medal is sandblasted and bears an engraving of the names of the fallen heroes. The medal is suspended from a ribbon, either Azure or Gules depending on the fallen hero being honored. The ribbon bail is prepared and attached by hand soldering to the back of the medal. The medal is crafted from Silver Ag925 with 24k Gold <page identifier="/us/stat/140/832">140 STAT. 832</page>
Vermeil, with a weight of approximately 63 grams. It has a diameter of 2.25 inches. The Vermeil plating has a thickness of 2.5 microns. The medal combines national symbols with heraldic elements to represent the sacrifice of the fallen deputies. The use of Silver and Gold signifies the value and honor associated with their service.</content></subsection>
