<section id="d1215e88" identifier="/us/pl/119/54/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0743fd97-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s101">38 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Fairness for Servicemembers and their Families Act of 2025</shortTitle>”.</content></section>
<section id="d1215e103" identifier="/us/pl/119/54/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PERIODIC REVIEW OF AUTOMATIC MAXIMUM COVERAGE UNDER SERVICEMEMBERS’ GROUP LIFE INSURANCE AND VETERANS’ GROUP LIFE INSURANCE.</heading><subsection class="firstIndent0 fontsize10" id="y074499d8-e4c2-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/119/54/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t38/ch19/schIII">Subchapter III of chapter 19 of title 38, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="centered fontsize12" id="y0744e7f9-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658165"><num class="fontsize12" value="1980B">“§ 1980B.</num><heading class="fontsize12"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0744e7fa-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1980B">38 USC 1980B</ref>.</p></sidenote> Periodic review of automatic maximum coverage</heading><subsection class="firstIndent0 fontsize10" id="y0744e7fb-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>On January 1, 2026, and every five years thereafter, the Secretary shall—</chapeau><paragraph class="fontsize10" id="y0744e7fc-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>complete a review of how the amount specified in section 1967(a)(3)(A)(i) compares to the amount described in subsection (b); and</content></paragraph>
<paragraph class="fontsize10" id="y0744e7fd-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate the results of the review, which may serve as a guide for coverage increases within the existing administrative incremental structure.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0744e7fe-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Amount Described</inline>.—</heading><chapeau>The amount described in this subsection is the amount equal to—</chapeau><paragraph class="fontsize10" id="y0744e7ff-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>$500,000; multiplied by</content></paragraph>
<paragraph class="fontsize10" id="y0744e800-e4c2-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>the average percentage by which the Consumer Price Index changed during the five fiscal years preceding the review under subsection (a).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0744e801-e4c2-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Consumer Price Index Defined</inline>.—</heading><content>In this section, the term ‘<term>Consumer Price Index</term>’ means the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor.”</content></subsection>
