<paragraph class="fontsize10" id="ycc254b91-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Adequate maritime insurance</inline>.—</heading><chapeau>The term “<term>adequate maritime insurance</term>”—</chapeau><subparagraph class="fontsize10" id="ycc254b92-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>means verified documentation evidencing protection and indemnity insurance with audited financial statements of the insurer; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc254b93-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>does not include insurance provided by an insurer organized under the laws of the Russian Federation or otherwise subject to the jurisdiction of the Government of the Russian Federation.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc254b94-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Admission; admitted; alien; etc</inline>.—</heading><content>The terms “admission”, “admitted”, “alien”, and “lawfully admitted for permanent residence” have the meanings given those terms in section 101 of the Immigration and Nationality Act (<ref href="/us/usc/t8/s1101">8 U.S.C. 1101</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ycc254b95-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Armed forces of the russian federation</inline>.—</heading><chapeau>The term “<term>Armed Forces of the Russian Federation</term>” includes—</chapeau><subparagraph class="fontsize10" id="ycc254b96-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Aerospace Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc254b97-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Airborne Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc254b98-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Ground Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572a9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Navy of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572aa-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Special Operations Command of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572ab-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>the Strategic Rocket Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572ac-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>the General Staff of the Armed Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572ad-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (formerly known as the Main Intelligence Directorate of the Russian Federation);</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572ae-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>the Federal Security Service of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572af-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/J" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="J">(J) </num><content>the Foreign Intelligence Service of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572b0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/K" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">(K) </num><content>cyber actors of the Government of the Russian Federation; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572b1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/4/L" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="L">(L) </num><content>any successor entities or proxies of the entities described in subparagraphs (A) through (K).</content></subparagraph>

<paragraph class="fontsize10" id="ycc2572b2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Blocked property</inline>.—</heading><content>The term “<term>blocked property</term>” means any property blocked pursuant to the authority of the President under section 203 of the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1702">50 U.S.C. 1702</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ycc2572b3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Critical infrastructure</inline>.—</heading><subparagraph class="fontsize10" id="ycc2572b4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The term “<term>critical infrastructure</term>”, with respect to Ukraine, means systems and assets, whether physical or virtual, so vital to Ukraine that the incapacity or destruction of such systems and assets would <page identifier="/us/stat/140/1028">140 STAT. 1028</page>
have catastrophic regional or national effects on public health or safety, economic security, or national security.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2572b5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Included sectors</inline>.—</heading><chapeau>The term “<term>critical infrastructure</term>” includes assets in the following sectors:</chapeau><clause class="fontsize10" id="ycc2572b6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>Biotechnology.</content></clause>
<clause class="fontsize10" id="ycc2572b7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Chemical.</content></clause>
<clause class="fontsize10" id="ycc2572b8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Commercial facilities.</content></clause>
<clause class="fontsize10" id="ycc2572b9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>Communications.</content></clause>
<clause class="fontsize10" id="ycc2572ba-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>Critical manufacturing.</content></clause>
<clause class="fontsize10" id="ycc2572bb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s101/6/B/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>Dams.</content></clause>

<clause class="fontsize10" id="ycc29dfd1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>lubricant additives;</content></clause>
<clause class="fontsize10" id="ycc29dfd2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>nitrocellulose, wood cellulose, and associated additives and components necessary for the production of propellant or energetics for munitions;</content></clause>
<clause class="fontsize10" id="ycc29dfd3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>chemical coatings;</content></clause>
<clause class="fontsize10" id="ycc29dfd4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>fiber optic cables with military applications and associated technologies needed to manufacture such cables;</content></clause>
<clause class="fontsize10" id="ycc29dfd5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>advanced sensors;</content></clause>
<clause class="fontsize10" id="ycc29dfd6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/vii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">(vii) </num><content>items on the Common High Priority Items List maintained by the Bureau of Industry and Security of the Department of Commerce; or</content></clause>
<clause class="fontsize10" id="ycc29dfd7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/A/viii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="viii">(viii) </num><content>any additional items determined by the Secretary of State, in consultation with the Secretary of Commerce, to be critical to the defense industrial base of the Russian Federation;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc29dfd8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>knowingly facilitates deceptive or structured transactions to provide the goods and services described in subparagraph (A);</content></subparagraph>
<subparagraph class="fontsize10" id="ycc29dfd9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>knowingly conducts a significant transaction with the Armed Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc29dfda-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>knowingly engages, directly or indirectly, in activities that—</chapeau><clause class="fontsize10" id="ycc29dfdb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>materially undermine the military readiness of Ukraine;</content></clause>
<clause class="fontsize10" id="ycc29dfdc-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>seek to overthrow, dismantle, or subvert the Government of Ukraine;</content></clause>
<clause class="fontsize10" id="ycc29dfdd-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>debilitate the critical infrastructure of Ukraine;</content></clause>
<clause class="fontsize10" id="ycc29dfde-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>debilitate cybersecurity systems through malicious electronic attacks or cyberattacks on Ukraine;</content></clause>
<clause class="fontsize10" id="ycc29dfdf-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>undermine the democratic processes of Ukraine;</content></clause>
<clause class="fontsize10" id="ycc29dfe0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>undermine the peace, security, political stability, or territorial integrity of Ukraine; or</content></clause>
<clause class="fontsize10" id="ycc2a06f1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/D/vii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">(vii) </num><content>involve committing serious abuses of internationally recognized human rights against citizens <page identifier="/us/stat/140/1031">140 STAT. 1031</page>
of Ukraine, including forcible transfers, enforced disappearances, unjust detainment, forced deportation of children, or torture;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc2a06f2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>is a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, an entity that is operating in the defense industrial base or energy or transportation sectors of the economy of the Russian Federation in support of the Armed Forces of the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a06f3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><chapeau>is an oligarch in the Russian Federation who—</chapeau><clause class="fontsize10" id="ycc2a06f4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/F/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>has not demonstrated opposition to the Russian Federation’s war on Ukraine; or</content></clause>
<clause class="fontsize10" id="ycc2a06f5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/F/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>continues, on or after the date of the enactment of this Act, to benefit from an association with the Government of the Russian Federation;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc2a06f6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><chapeau>is responsible for or complicit in, or has directly or indirectly engaged in, for or on behalf of, or for the benefit of, directly or indirectly, the Government of the Russian Federation—</chapeau><clause class="fontsize10" id="ycc2a06f7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/G/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>transnational crime, corruption, bribery, extortion, or money laundering;</content></clause>
<clause class="fontsize10" id="ycc2a06f8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/G/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>assassination, murder, or other unlawful killing of, or infliction of other bodily harm or other crimes against humanity against, a United States person or a citizen or national of an ally or partner of the United States;</content></clause>
<clause class="fontsize10" id="ycc2a06f9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/G/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>activities that undermine the peace, security, political stability, or territorial integrity of the United States or an ally or partner of the United States; or</content></clause>
<clause class="fontsize10" id="ycc2a06fa-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/G/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>deceptive or structured transactions or dealings that circumvent the application of any sanctions imposed by the United States, including through the use of digital currencies or assets or the use of physical assets; or</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc2a06fb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><chapeau>is a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, any of the following Russian energy projects:</chapeau><clause class="fontsize10" id="ycc2a06fc-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/H/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>The Yamal Liquefied Natural Gas Project or a successor project.</content></clause>
<clause class="fontsize10" id="ycc2a06fd-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/H/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>The Arctic 1, 2, and 3 Liquefied Natural Gas Projects or a successor project.</content></clause>
<clause class="fontsize10" id="ycc2a06fe-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/2/H/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Projects in the Arctic region carried out after the date of the enactment of this Act.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2a06ff-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>Any foreign vessel the President determines, based on credible information, is used by the Government of the Russian Federation or Russian persons to move crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, coal products, arms, or other goods for the purpose of circumventing sanctions imposed by the United States or other countries, including any vessel the owner, operator, or manager of which knowingly—</chapeau><subparagraph class="fontsize10" id="ycc2a0700-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>exhibits or engages in unsafe or nonstandard maritime behavior in furtherance of the transportation of crude <page identifier="/us/stat/140/1032">140 STAT. 1032</page>
oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a0701-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>lacks adequate maritime insurance for the transport of goods described in subparagraph (A); or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a0702-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><chapeau>evades compliance with a price cap for crude oil and petroleum products that originated in the Russian Federation established by—</chapeau><clause class="fontsize10" id="ycc2a0703-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the international coalition made up of Australia, Canada, the European Union, France, Germany, Italy, Japan, New Zealand, the United Kingdom, and the United States and known as the “Price Cap Coalition”; or</content></clause>
<clause class="fontsize10" id="ycc2a0704-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/3/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the United States.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2a0705-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>Any foreign person that the President determines knowingly—</chapeau><subparagraph class="fontsize10" id="ycc2a0706-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>owns, operates, or manages a vessel described in paragraph (3);</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a0707-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>provides underwriting services or insurance or reinsurance necessary for such a vessel;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e18-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>serves as a captain or senior leadership of the crew of such a vessel; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e19-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>transfers to the Russian Federation, or provides for the use of by a Russian person, any vessel designed for the transportation of crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2a2e1a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>Any foreign vessel that the President determines knowingly—</chapeau><subparagraph class="fontsize10" id="ycc2a2e1b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>transports crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e1c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>engages in a ship-to-ship transfer involving crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products that originated in the Russian Federation with a vessel that is subject to sanctions imposed by the United States; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e1d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>provides services to a vessel described in subparagraph (A) or (B).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2a2e1e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Any foreign person that the President determines is the owner or operator of a foreign port that allows a vessel subject to sanctions imposed by the United States for supporting the Russian Federation to port or otherwise receive services.</content></paragraph>
<paragraph class="fontsize10" id="ycc2a2e1f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><chapeau>Any foreign person, including a foreign person acting on behalf of a person described in this subsection (in this paragraph referred to as the “sanctioned person”), if the sanctioned person transferred property or an interest in property to the person—</chapeau><subparagraph class="fontsize10" id="ycc2a2e20-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/7/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>after the date on which the President imposed sanctions with respect to the sanctioned person; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e21-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/b/7/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>before that date, if the sanctioned person did so in an attempt to evade the imposition of sanctions.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2a2e22-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Vessels Subject to Sanctions by the United Kingdom or European Union</inline>.—</heading><content>In determining under subsection (b)(3) if a vessel is a foreign vessel used by the Government of the Russian <page identifier="/us/stat/140/1033">140 STAT. 1033</page>
Federation or Russian persons to move crude oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, coal products, arms, or other goods for the purpose of circumventing sanctions, the President may use as prima facie evidence that the vessel is subject to sanctions imposed by the United Kingdom, the European Union, the Group of 7, or a member of the Five Eyes intelligence alliance.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2a2e23-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Maintenance of Certain Sanctions Relating to Specified Harmful Foreign Activities</inline>.—</heading><content>Sanctions and other measures provided for under any Executive Order issued to address the national emergency that the President continued on March 24, 2026, with respect to specified harmful foreign activities of the Government of the Russian Federation (<ref href="/us/fr/91/15515">91 Fed. Reg. 15515</ref>), as in effect on the day before the date of the enactment of this Act, including with respect to all persons sanctioned under any such Executive Order, shall remain in effect.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2a2e24-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Sanctions Described</inline>.—</heading><chapeau>The sanctions described in this subsection to be imposed with respect to a person described in subsection (b) are the following:</chapeau><paragraph class="fontsize10" id="ycc2a2e25-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Blocking of property</inline>.—</heading><content>The President shall exercise all of the powers granted by the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>) to block any vessel described in subsection (b), and block and prohibit all transactions in all property and interests in property of a person described in subsection (b), if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</content></paragraph>
<paragraph class="fontsize10" id="ycc2a2e26-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Ineligibility for visas, admission, or parole</inline>.—</heading><subparagraph class="fontsize10" id="ycc2a2e27-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Visas, admission, or parole</inline>.—</heading><chapeau>An alien described in subsection (b) shall be—</chapeau><clause class="fontsize10" id="ycc2a2e28-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>inadmissible to the United States;</content></clause>
<clause class="fontsize10" id="ycc2a2e29-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>ineligible to receive a visa or other documentation to enter the United States; and</content></clause>
<clause class="fontsize10" id="ycc2a2e2a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>otherwise ineligible to be admitted or paroled into the United States or to receive any other benefit under the Immigration and Nationality Act (<ref href="/us/usc/t8/s1101/etseq">8 U.S.C. 1101 et seq.</ref>).</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc2a2e2b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Current visas revoked</inline>.—</heading><clause class="fontsize10" id="ycc2a2e2c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The visa or other entry documentation of an alien described in subsection (b) shall be revoked, regardless of when such visa or other entry documentation is or was issued.</content></clause>
<clause class="fontsize10" id="ycc2a2e2d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><heading class="fontsize10"><inline class="smallCaps">Immediate effect</inline>.—</heading><chapeau>A revocation under clause (i) shall—</chapeau><subclause class="fontsize10" id="ycc2a2e2e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/B/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>take effect immediately; and</content></subclause>
<subclause class="fontsize10" id="ycc2a2e2f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s102/e/2/B/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>automatically cancel any other valid visa or entry documentation that is in the possession of the alien.</content></subclause>

<section id="d1203e1235" identifier="/us/pl/119/111/dA/tI/s103" style="-uslm-lc:I658143"><num class="fontsize12" value="103">SEC. 103. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2a5540-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10803">22 USC 10803</ref>.</p></sidenote><heading class="fontsize12">IMPOSITION OF SANCTIONS WITH RESPECT TO FINANCIAL INSTITUTIONS AFFILIATED WITH THE GOVERNMENT OF THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2b8dc1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2b8dc2-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Imposition of Sanctions</inline>.—</heading><paragraph class="fontsize10" id="ycc2b8dc3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 30 days after the date of the enactment of this Act, the President shall—<page identifier="/us/stat/140/1034">140 STAT. 1034</page></chapeau><subparagraph class="fontsize10" id="ycc2b8dc4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>impose 2 or more of the sanctions described in subsection (d) with respect to the Central Bank of the Russian Federation (Bank of Russia) and any subsidiary of, or successor entity to, that Bank;</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2b8dc5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>impose all of the sanctions described in subsection (d) with respect to—</chapeau><clause class="fontsize10" id="ycc2b8dc6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2b8dc7-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Sberbank.</p></sidenote>Sberbank;</content></clause>
<clause class="fontsize10" id="ycc2b8dc8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2b8dc9-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">VTB Bank.</p></sidenote>VTB Bank;</content></clause>
<clause class="fontsize10" id="ycc2b8dca-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2b8dcb-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Gazprombank.</p></sidenote>Gazprombank;</content></clause>
<clause class="fontsize10" id="ycc2b8dcc-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>any other financial institution organized under the laws of the Russian Federation and owned in whole or in part by the Government of the Russian Federation;</content></clause>
<clause class="fontsize10" id="ycc2b8dcd-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>any subsidiary of, or successor entity to, any of the financial institutions described in clauses (i) through (iv); and</content></clause>
<clause class="fontsize10" id="ycc2b8dce-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/B/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>except as provided by subsection (c), any foreign financial institution that engages in significant transactions with any of the financial institutions described in clauses (i) through (v); and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc2bb4df-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>impose the sanctions described in section 102(e) with respect to any leaders, officials, senior executive officers, or members of the board of directors of, or any principal shareholders with a controlling or majority interest in, a financial institution described in subparagraph (A) or (B).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2bb4e0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Updates</inline>.—</heading><chapeau>Not later than 210 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</chapeau><subparagraph class="fontsize10" id="ycc2bb4e1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2bb4e2-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Review.</p></sidenote><content>review any persons that may be described in paragraph (1); and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2bb4e3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>if sanctions have not been imposed under this subsection with respect to any person the President determines is described in paragraph (1), impose such sanctions with respect to that person.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2bb4e4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Prohibition on Transactions by United States Persons</inline>.—</heading><content>Effective <sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2bb4e5-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective date.</p></sidenote>on the date that is 30 days after the date of the enactment of this Act, the President shall prohibit any United States person from engaging in any transaction with a financial institution described in subsection (a)(1)(B).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2bb4e6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2bb4e7-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Exception for Certain Financial Institutions</inline>.—</heading><content>The President is not required to impose sanctions under subsection (a)(1)(B) with respect to a foreign financial institution described in clause (vi) of that subsection if the Secretary of the Treasury determines that imposing such sanctions is not consistent with the economic or foreign policy interests of the United States.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2bb4e8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Sanctions Described</inline>.—</heading><chapeau>The sanctions described in this subsection to be imposed with respect to a financial institution described in subsection (a) are the following:</chapeau><paragraph class="fontsize10" id="ycc2bb4e9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Blocking of property</inline>.—</heading><content>The President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>) to the extent necessary to block and prohibit all transactions in property and interests in property of the financial institution if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.<page identifier="/us/stat/140/1035">140 STAT. 1035</page></content></paragraph>
<paragraph class="fontsize10" id="ycc2bb4ea-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">CAATSA sanctions</inline>.—</heading><content>Two or more of the sanctions described in section 235 of the Countering America’s Adversaries Through Sanctions Act (<ref href="/us/usc/t22/s9529">22 U.S.C. 9529</ref>) that are not already imposed.</content></paragraph>
<paragraph class="fontsize10" id="ycc2bb4eb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Restrictions on correspondent and payable-through accounts</inline>.—</heading><content>The President shall prohibit the opening, and prohibit or impose strict conditions on the maintaining, in the United States, of a correspondent account or payable-through account by the financial institution.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2bb4ec-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><paragraph class="fontsize10" id="ycc2bb4ed-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Treatment of returns on immobilized russian sovereign assets</inline>.—</heading><subparagraph class="fontsize10" id="ycc2bb4ee-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>A United States or foreign financial institution holding immobilized Russian sovereign assets under the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act (<ref href="/us/pl/118/50/dF">division F of Public Law 118–50</ref>; <ref href="/us/usc/t22/s9521">22 U.S.C. 9521 note</ref>) or any other provision of law is not required to return any interest earned on those assets and due to the Russian Federation.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2bb4ef-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Exception for interest earned</inline>.—</heading><content>Subparagraph (A) shall not be construed as affecting the treatment of interest earned on the assets of persons the assets of which have been blocked under any provision of law.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2bb4f0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Loans to ukraine using immobilized russian sovereign assets</inline>.—</heading><chapeau>Sanctions imposed under this section shall not apply with respect to payments on—</chapeau><subparagraph class="fontsize10" id="ycc2bb4f1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the loans provided by the United States and the Group of 7 or the European Union to Ukraine that are serviced and repaid with the proceeds of immobilized Russian sovereign assets; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2bb4f2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s103/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>any loans from the United States or countries that are members of the Group of 7 or the European Union made after the date of the enactment of this Act using proceeds from immobilized Russian sovereign assets.</content></subparagraph>

<section id="d1203e1482" identifier="/us/pl/119/111/dA/tI/s104" style="-uslm-lc:I658143"><num class="fontsize12" value="104">SEC. 104. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2bb4f3-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10804">22 USC 10804</ref>.</p></sidenote><heading class="fontsize12">IMPOSITION OF SANCTIONS WITH RESPECT TO OTHER ENTITIES OWNED OR CONTROLLED BY THE GOVERNMENT OF THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2c2924-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c2925-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</chapeau><paragraph class="fontsize10" id="ycc2c2926-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c2927-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Review.</p></sidenote>review any entity—</chapeau><subparagraph class="fontsize10" id="ycc2c2928-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in which the Government of the Russian Federation may have a controlling or majority ownership interest; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2c2929-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>that may otherwise be affiliated with the Government of the Russian Federation; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2c292a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c292b-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determination.</p></sidenote><chapeau>impose the sanctions described in subsection (b) with respect to an entity if the President determines that—</chapeau><subparagraph class="fontsize10" id="ycc2c292c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Government of the Russian Federation has a controlling or majority ownership interest in the entity; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2c292d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the entity is otherwise affiliated with the Government of the Russian Federation.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2c292e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s104/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Sanctions Described</inline>.—</heading><content>The President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>) to the <page identifier="/us/stat/140/1036">140 STAT. 1036</page>
extent necessary to block and prohibit all transactions in property and interests in property of an entity described in subsection (a) if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</content></subsection>

<section id="d1203e1559" identifier="/us/pl/119/111/dA/tI/s105" style="-uslm-lc:I658143"><num class="fontsize12" value="105">SEC. 105. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c503f-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10805">22 USC 10805</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON TRANSFERS OF FUNDS INVOLVING THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2c7750-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s105/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c7751-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Except as provided by subsection (b), effective on the date that is 30 days after the date of the enactment of this Act, a depository institution (as defined in section 19(b)(1)(A) of the Federal Reserve Act (<ref href="/us/usc/t12/s461/b/1/A">12 U.S.C. 461(b)(1)(A)</ref>)) or a broker or dealer in securities registered with the Securities and Exchange Commission under the Securities Exchange Act of 1934 (<ref href="/us/usc/t15/s78a/etseq">15 U.S.C. 78a et seq.</ref>) may not process transfers of funds—</chapeau><paragraph class="fontsize10" id="ycc2c7752-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s105/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to or from the Government of the Russian Federation, including any entity owned by the Government of the Russian Federation; or</content></paragraph>
<paragraph class="fontsize10" id="ycc2c7753-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s105/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>for the direct or indirect benefit of officials of the Government of the Russian Federation.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2c7754-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s105/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Exception</inline>.—</heading><content>A depository institution, broker, or dealer described in subsection (a) may process a transfer described in that subsection if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that is authorized by a specific or general license.</content></subsection>

<section id="d1203e1608" identifier="/us/pl/119/111/dA/tI/s106" style="-uslm-lc:I658143"><num class="fontsize12" value="106">SEC. 106. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2c9e65-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10806">22 USC 10806</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON LISTING OR TRADING OF RUSSIAN ENTITIES ON UNITED STATES SECURITIES EXCHANGES.</heading><subsection class="firstIndent0 fontsize10" id="ycc2cec86-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2cec87-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 30 days after the date of the enactment of this Act, the Securities and Exchange Commission shall prohibit the securities of an issuer described in subsection (b) from being traded on a national securities exchange.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2cec88-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Issuers</inline>.—</heading><chapeau>An issuer described in this subsection is an issuer that is—</chapeau><paragraph class="fontsize10" id="ycc2cec89-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>an official of or individual affiliated with the Government of the Russian Federation; or</content></paragraph>
<paragraph class="fontsize10" id="ycc2cec8a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>an entity—</chapeau><subparagraph class="fontsize10" id="ycc2d139b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in which the Government of the Russian Federation has a controlling or majority ownership interest; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2d139c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>that is otherwise affiliated with the Government of the Russian Federation.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="ycc2d139d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="ycc2d139e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Issuer; security</inline>.—</heading><content>The terms “issuer” and “security” have the meanings given those terms in section 3(a) of the Securities Exchange Act of 1934 (<ref href="/us/usc/t15/s78c/a">15 U.S.C. 78c(a)</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ycc2d139f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s106/c/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">National securities exchange</inline>.—</heading><content>The term “<term>national securities exchange</term>” means an exchange registered as a national securities exchange in accordance with section 6 of the Securities Exchange Act of 1934 (<ref href="/us/usc/t15/s78f">15 U.S.C. 78f</ref>).</content></paragraph>

<section id="d1203e1695" identifier="/us/pl/119/111/dA/tI/s107" style="-uslm-lc:I658143"><num class="fontsize12" value="107">SEC. 107. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2d13a0-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10807">22 USC 10807</ref>.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc2d13a1-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize12">PROHIBITION ON INVESTMENT BY UNITED STATES PERSONS IN THE RUSSIAN FEDERATION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xcc2d3ab2-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658120">  Effective on the date that is 30 days after the date of the enactment of this Act, the following are prohibited:</chapeau><paragraph class="fontsize10" id="ycc2d3ab3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s107/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>New investment in the Russian Federation by a United States person, wherever located.</content></paragraph>
<paragraph class="fontsize10" id="ycc2d3ab4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s107/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States <page identifier="/us/stat/140/1037">140 STAT. 1037</page>
person, wherever located, of any category of services identified by the Secretary of the Treasury, in consultation with the Secretary of State, to any person located in the Russian Federation.</content></paragraph>
<paragraph class="fontsize10" id="ycc2d3ab5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s107/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Any approval, financing, facilitation, or guarantee by a United States person, wherever located, of a transaction by a foreign person if the transaction by that foreign person would be prohibited by this section if performed by a United States person or within the United States.</content></paragraph>

<section id="d1203e1729" identifier="/us/pl/119/111/dA/tI/s108" style="-uslm-lc:I658143"><num class="fontsize12" value="108">SEC. 108. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2d3ab6-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10808">22 USC 10808</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON ENERGY EXPORTS TO, AND INVESTMENT IN ENERGY SECTOR OF, THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2dafe7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Prohibitions on Investment and Exports</inline>.—</heading><paragraph class="fontsize10" id="ycc2dafe8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2dafe9-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective date.</p></sidenote><inline class="smallCaps">In general</inline>.—</heading><chapeau>Effective on the date that is 30 days after the date of the enactment of this Act, the following are prohibited:</chapeau><subparagraph class="fontsize10" id="ycc2dafea-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>Any new investment in the energy sector of the Russian Federation by a United States person.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2dafeb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The export, reexport, or in-country transfer to or in the Russian Federation of any energy or energy product produced in the United States.</content></subparagraph>

<paragraph class="fontsize10" id="ycc2dafec-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><content>In this subsection, the terms “export”, “in-country transfer”, and “reexport” have the meanings given those terms in section 1742 of the Export Control Reform Act of 2018 (<ref href="/us/usc/t50/s4801">50 U.S.C. 4801</ref>).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2dafed-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s108/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2dafee-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Sanctions</inline>.—</heading><content>The President shall impose the sanctions described in section 102(e) with respect to any foreign person that the President determines knowingly sells, supplies, transfers, markets, or otherwise provides goods, services, technology, or other support that facilitates the maintenance or expansion of the production of oil, uranium, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, or coal products for use by any person subject to sanctions under section 102 or 103.</content></subsection>

<section id="d1203e1795" identifier="/us/pl/119/111/dA/tI/s109" style="-uslm-lc:I658143"><num class="fontsize12" value="109">SEC. 109. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2dafef-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective date.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc2daff0-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10809">22 USC 10809</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON PURCHASE OF SOVEREIGN DEBT OF THE RUSSIAN FEDERATION BY UNITED STATES PERSONS.</heading><content style="-uslm-lc:I658120">  Upon the enactment of this Act, the purchase of sovereign debt of the Government of the Russian Federation by any United States person (including a United States financial institution) is prohibited.</content></section>
<section id="d1203e1810" identifier="/us/pl/119/111/dA/tI/s110" style="-uslm-lc:I658143"><num class="fontsize12" value="110">SEC. 110. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2dd701-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determinations.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc2dd702-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10810">22 USC 10810</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON PROVISION OF SERVICES TO SANCTIONED FINANCIAL INSTITUTIONS BY INTERNATIONAL FINANCIAL MESSAGING SYSTEMS.</heading><subsection class="firstIndent0 fontsize10" id="ycc2e7343-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2e7344-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 30 days after the date of the enactment of this Act, and every 180 days thereafter, the President shall—</chapeau><paragraph class="fontsize10" id="ycc2e7345-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2e7346-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Review.</p></sidenote>review any person that may be described in subsection (b); and</content></paragraph>
<paragraph class="fontsize10" id="ycc2e7347-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>impose sanctions pursuant to the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>) with respect to any person the President determines is described in that subsection.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2e7348-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Persons Described</inline>.—</heading><chapeau>A person described in this subsection is—</chapeau><paragraph class="fontsize10" id="ycc2e7349-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>any entity that—<page identifier="/us/stat/140/1038">140 STAT. 1038</page></chapeau><subparagraph class="fontsize10" id="ycc2e734a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>operates with the intent to predominantly engage in the business of providing global financial messaging services; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2e734b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>is determined by the Secretary of the Treasury, in consultation with the Secretary of State, as knowingly being used to circumvent any sanctions imposed under section 103 or any other provision of this title; or</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2e734c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>a leader, official, senior executive officer, or member of the board of directors of, or principal shareholder with a controlling or majority interest in, any entity described in paragraph (1).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2e734d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2e734e-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Waiver authority.</p></sidenote><inline class="smallCaps">Exception</inline>.—</heading><chapeau>The President may waive the imposition of sanctions under subsection (a) with respect to an entity predominantly engaged in the business of providing global financial messaging services for, directly providing such services to, or enabling or facilitating direct or indirect access to such services for, any financial institution subject to sanctions under section 103 or any other provision of this title if—</chapeau><paragraph class="fontsize10" id="ycc2e734f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>the entity—</chapeau><subparagraph class="fontsize10" id="ycc2e7350-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>is subject to a sanctions regime under its governing foreign law that requires it to eliminate the knowing provision of such services to, and the knowing enabling and facilitation of direct or indirect access to such services for, foreign financial institutions identified under such governing foreign law for purposes of that sanctions regime if the President determines that the sanctions regime under governing foreign law is not inconsistent with the economic or foreign policy interests of the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc2e7351-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>has, pursuant to that sanctions regime, terminated the knowing provision of such services to, and the knowing enabling and facilitation of direct or indirect access to such services for, foreign financial institutions identified under such governing foreign law for purposes of that sanctions regime; or</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc2e7352-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the entity provides significant financial messaging services to United States financial institutions, as determined by the Secretary of the Treasury, in consultation with the Secretary of State.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2e7353-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s110/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in this section shall be construed to limit the authority of the President pursuant to the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>).</content></subsection>

<section id="d1203e1931" identifier="/us/pl/119/111/dA/tI/s111" style="-uslm-lc:I658143"><num class="fontsize12" value="111">SEC. 111. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2e9a64-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Effective dates.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc2e9a65-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Rosatom State Atomic Energy Corporation.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc2e9a66-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10811">22 USC 10811</ref>.</p></sidenote><heading class="fontsize12">PROHIBITION ON IMPORTING, AND SANCTIONS WITH RESPECT TO, URANIUM FROM THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2ec177-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s111/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Implementation of Prohibition on Uranium Imports From the Russian Federation</inline>.—</heading><content>Upon the date of the enactment of this Act, the President shall take all necessary steps to implement the requirements of section 3112A(d) of the USEC Privatization Act (<ref href="/us/usc/t42/s2297h–10a/d">42 U.S.C. 2297h–10a(d)</ref>) regarding the importation of uranium from the Russian Federation, including the importation of any uranium from Rosatom State Atomic Energy Corporation or any subsidiary or successor entity.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2ec178-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s111/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Sanctions</inline>.—</heading><content>Beginning on the date described in section 3112A(d)(2)(C) of the USEC Privatization Act (<ref href="/us/usc/t42/s2297h–10a/d/2/C">42 U.S.C. 2297h–10a(d)(2)(C)</ref>), and every 180 days thereafter, the President shall impose sanctions described in section 102(e) with respect to any <page identifier="/us/stat/140/1039">140 STAT. 1039</page>
leaders, officials, senior executive officers, or members of the board of directors of, or principal shareholders with a controlling or majority interest in, Rosatom State Atomic Energy Corporation or any subsidiary or successor entity.</content></subsection>
</section>
<section id="d1203e1975" identifier="/us/pl/119/111/dA/tI/s112" style="-uslm-lc:I658143"><num class="fontsize12" value="112">SEC. 112. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2ec179-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10812">22 USC 10812</ref>.</p></sidenote><heading class="fontsize12">INCREASE IN DUTIES ON GOODS IMPORTED FROM THE RUSSIAN FEDERATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc2ee88a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s112/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2ee88b-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote>Not later than 30 days after the date of the enactment of this Act, the President shall, notwithstanding any other provision of law, increase the rate of duty for all goods, including oil, natural gas, liquefied natural gas, petroleum, petroleum products, petrochemical products, coal, and coal products, imported into the United States from the Russian Federation to a rate of up to 500 percent ad valorem.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc2ee88c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s112/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Duty Rate in Addition to Other Duties, Fees, Taxes, Exactions, or Charges</inline>.—</heading><content>The rate of duty required under subsection (a) with respect to a good described in that subsection shall be in addition to any other duty, fee, tax, exaction, or charge applicable with respect to the good, including any duty imposed under title VII of the Tariff Act of 1930 (<ref href="/us/usc/t19/s1671/etseq">19 U.S.C. 1671 et seq.</ref>), section 122, 201, or 301 of the Trade Act of 1974 (<ref href="/us/usc/t19/s2132">19 U.S.C. 2132</ref>, 2251, and 2411), or section 232 of the Trade Expansion Act of 1962 (<ref href="/us/usc/t19/s1862">19 U.S.C. 1862</ref>).</content></subsection>

<section id="d1203e2018" identifier="/us/pl/119/111/dA/tI/s113" style="-uslm-lc:I658143"><num class="fontsize12" value="113">SEC. 113. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc2f0f9d-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10813">22 USC 10813</ref>.</p></sidenote><heading class="fontsize12">DUTIES ON COUNTRIES THAT PURCHASE RUSSIAN-ORIGIN CRUDE OIL OR NATURAL GAS OR FACILITATE SANCTIONS EVASION.</heading><subsection class="firstIndent0 fontsize10" id="ycc30963e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc30963f-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 30 days after the date of the enactment of this Act, the President shall, notwithstanding any other provision of law, increase the rate of duty for all goods imported into the United States from a country described in subsection (c) (and only from a country described in subsection (c)) to a rate of up to 100 percent ad valorem.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc309640-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc309641-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Modification to Rate of Duty</inline>.—</heading><chapeau>At any time after the initial imposition of duties under subsection (a) or (e), the United States Trade Representative shall modify or adjust any rate of duty imposed under subsection (a) or (e) to a rate greater than zero and up to 100 percent ad valorem upon submitting a written determination to the appropriate congressional committees that a country described in subsection (c) has taken significant steps—</chapeau><paragraph class="fontsize10" id="ycc309642-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to increase the importation, sale, supply, transfer, or purchase of crude oil or natural gas that originated in the Russian Federation; or</content></paragraph>
<paragraph class="fontsize10" id="ycc309643-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to decrease or cease engaging in the importation, sale, supply, transfer, or purchase of such crude oil or natural gas.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc309644-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Country Described</inline>.—</heading><chapeau>A country described in this subsection is a foreign country that—</chapeau><paragraph class="fontsize10" id="ycc309645-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1)</num><subparagraph class="inline" id="ycc309646-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/c/1/A"><num value="A">(A) </num><content>knowingly made new purchases of crude oil or natural gas that originated in the Russian Federation on a date that is on or after 30 days after the date of enactment of this Act; and</content></subparagraph>
<subparagraph class="indentUp0 fontsize10" id="ycc309647-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/c/1/B" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>was among the 5 largest importers, by total volume, of crude oil or natural gas that originated in the Russian Federation during the most recent 12-month period preceding the date of the enactment of this Act; or</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc309648-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>was among the top 5 countries facilitating Russian oil sanctions evasion during the most recent 12-month period preceding the date of the enactment of this Act.<page identifier="/us/stat/140/1040">140 STAT. 1040</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc309649-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Exception</inline>.—</heading><chapeau>A duty shall not be imposed under this section with respect to goods imported from a country described in subsection (c)(1) for the importation by that country of natural gas that originated in the Russian Federation if—</chapeau><paragraph class="fontsize10" id="ycc30964a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>that country’s total imports of natural gas that originated in the Russian Federation during the 12-month period described in subsection (c)(1)(B) were less than 15 percent of the total annual exports of natural gas from the Russian Federation during that period; and</content></paragraph>
<paragraph class="fontsize10" id="ycc30964b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>that country has taken significant steps to reduce its imports of natural gas that originated in the Russian Federation.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc30964c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc30964d-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Subsequent Determinations</inline>.—</heading><chapeau>Not later than 180 days after the initial imposition of duties under subsection (a), and every 180 days thereafter, the United States Trade Representative, in consultation with the Secretary of State and the Secretary of Energy, shall—</chapeau><paragraph class="fontsize10" id="ycc30964e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>determine, based on the most recent 12-month period preceding the determination, the countries that are—</chapeau><subparagraph class="fontsize10" id="ycc30964f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the 5 largest importers of crude oil, by total volume, originating in the Russian Federation; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc309650-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the 5 largest importers of natural gas, by total volume, originating in the Russian Federation; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc309651-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>impose duties pursuant to subsection (a) with respect to goods imported from those countries.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc309652-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Duty Rate in Addition to Other Duties, Fees, Taxes, Exactions, or Charges</inline>.—</heading><content>A rate of duty imposed under this section with respect to a good imported from a country described in subsection (c) shall be in addition to any other duty, fee, tax, exaction, or charge applicable with respect to the good, including any duty imposed under title VII of the Tariff Act of 1930 (<ref href="/us/usc/t19/s1671/etseq">19 U.S.C. 1671 et seq.</ref>), section 122, 201, or 301 of the Trade Act of 1974 (<ref href="/us/usc/t19/s2132">19 U.S.C. 2132</ref>, 2251, and 2411), or section 232 of the Trade Expansion Act of 1962 (<ref href="/us/usc/t19/s1862">19 U.S.C. 1862</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc309653-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Methodology, Documentation, and Reports</inline>.—</heading><paragraph class="fontsize10" id="ycc309654-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Reports required</inline>.—</heading><chapeau>Not later than 10 days before imposing a duty under subsection (a) or (e), or modifying or adjusting the rate of such a duty under subsection (b), the President or the United States Trade Representative shall submit to the appropriate congressional committees a written justification for the duty that—</chapeau><subparagraph class="fontsize10" id="ycc30bd65-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>provides a substantive rationale for the determination of the rate of duty imposed under subsection (a) or (e) or the modification or adjustment made pursuant to subsection (b), as the case may be; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc30bd66-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>details the methodology used to determine that the country subject to the duty is a country described in subsection (c).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc30bd67-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Determinations of imports of crude oil and natural gas</inline>.—</heading><chapeau>For the purposes of determining whether a country is an importer of crude oil or natural gas described in subsection (c)(1)—</chapeau><subparagraph class="fontsize10" id="ycc30bd68-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>crude oil is the substance described in Harmonized System code 2709; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc30bd69-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/g/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>natural gas is the substance described in Harmonized System code 2711.<page identifier="/us/stat/140/1041">140 STAT. 1041</page></content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc30bd6a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Notwithstanding section 115, nothing in this Act shall be construed to authorize the imposition of duties with respect to goods imported from any country not expressly described in subsection (c) or the Russian Federation.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc30bd6b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="ycc30bd6c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="ycc30bd6d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Finance, the Committee on Foreign Relations, and the Committee on Banking, Housing, and Urban Affairs of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc30bd6e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Ways and Means, the Committee on Foreign Affairs, and the Committee on Financial Services of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc30bd6f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Countries facilitating russian oil sanctions evasion</inline>.—</heading><chapeau>The term “<term>countries facilitating Russian oil sanctions evasion</term>” means countries in which foreign persons are located or are operating, or under the laws of which foreign persons are organized, if such foreign persons are knowingly engaging in transactions, activities, or services that circumvent, or assist any third party to circumvent, any sanction related to oil that originated in the Russian Federation, including by—</chapeau><subparagraph class="fontsize10" id="ycc30bd70-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>providing significant financial or other support for the purchase, loading, or shipment of oil that originated in the Russian Federation and is subject to sanctions; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc30bd71-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>engaging in any transaction, activity, or service related to a shadow fleet vessel that transported, is transporting, or is attempting to transport oil that originated in the Russian Federation and is subject to sanctions.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc30bd72-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s113/i/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Natural gas</inline>.—</heading><content>Except as provided by subsection (g)(2), the term “<term>natural gas</term>” means natural gas, whether unmixed or any mixture of natural and artificial gas, including liquefied natural gas.</content></paragraph>

<section id="d1203e2279" identifier="/us/pl/119/111/dA/tI/s114" style="-uslm-lc:I658143"><num class="fontsize12" value="114">SEC. 114. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc30bd73-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10814">22 USC 10814</ref>.</p></sidenote><heading class="fontsize12">EXCEPTIONS.</heading><subsection class="firstIndent0 fontsize10" id="ycc324414-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Humanitarian Assistance</inline>.—</heading><paragraph class="fontsize10" id="ycc324415-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Sanctions and other measures under this title shall not apply to—</chapeau><subparagraph class="fontsize10" id="ycc324416-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the conduct or facilitation of a transaction for the provision of agricultural commodities, food, medicine, medical devices, humanitarian assistance, or for humanitarian purposes; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc324417-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>transactions that are necessary for, or related to, the activities described in subparagraph (A).</content></subparagraph>

<paragraph class="fontsize10" id="ycc324418-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc324419-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Applicability.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc32441a-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Ukraine.</p><p class="leftAlign firstIndent0 fontsize8" id="xcc32441b-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Determination.</p></sidenote><inline class="smallCaps">Rule of interpretation</inline>.—</heading><content>This subsection should be interpreted to apply to an entity carrying out any internationally recognized agreement with the Government of Ukraine for the sale or provision of agricultural commodities, food, medicine, or medical devices to and from Ukraine unless the President determines that the agreement is being used to evade sanctions imposed by the United States, the United Kingdom, the European Union, or the Group of 7.</content></paragraph>
<paragraph class="fontsize10" id="ycc32441c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this subsection:</chapeau><subparagraph class="fontsize10" id="ycc32441d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/3/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Agricultural commodity</inline>.—</heading><content>The term “<term>agricultural commodity</term>” has the meaning given such term in section 102 of the Agricultural Trade Act of 1978 (<ref href="/us/usc/t7/s5602">7 U.S.C. 5602</ref>).<page identifier="/us/stat/140/1042">140 STAT. 1042</page></content></subparagraph>
<subparagraph class="fontsize10" id="ycc32441e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/3/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Medical device</inline>.—</heading><content>The term “<term>medical device</term>” has the meaning given the term “<term>device</term>” in section 201 of the Federal Food, Drug, and Cosmetic Act (<ref href="/us/usc/t21/s321">21 U.S.C. 321</ref>).</content></subparagraph>
<subparagraph class="fontsize10" id="ycc32441f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/a/3/C" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Medicine</inline>.—</heading><content>The term “<term>medicine</term>” has the meaning given the term “<term>drug</term>” in section 201 of the Federal Food, Drug, and Cosmetic Act (<ref href="/us/usc/t21/s321">21 U.S.C. 321</ref>).</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324420-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Intelligence and Law Enforcement Activities</inline>.—</heading><content>This title shall not apply with respect to activities subject to the reporting requirements under title V of the National Security Act of 1947 (<ref href="/us/usc/t50/s3091/etseq">50 U.S.C. 3091 et seq.</ref>) or to carry out or assist any authorized intelligence or law enforcement activities of the United States.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324421-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Exception To Comply With International Obligations</inline>.—</heading><content>Sanctions under this title shall not apply to the admission or parole of an alien into the United States if such admission or parole is necessary to comply with United States obligations under the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations, signed at Lake Success June 26, 1947, and entered into force November 21, 1947, or under the Convention on Consular Relations, done at Vienna April 24, 1963, and entered into force March 19, 1967, or other international obligations.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324422-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Exception To Comply With Civilian Nuclear Cooperation Agreements</inline>.—</heading><content>This title shall not apply to activities carried out under an agreement for cooperation between the United States and the Russian Federation entered into under section 123 of the Atomic Energy Act of 1954 (<ref href="/us/usc/t42/s2153">42 U.S.C. 2153</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324423-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Certain Imports of Low-enriched Uranium for Nuclear Reactors</inline>.—</heading><content>This title shall not apply with respect to imports into the United States of low-enriched uranium described in paragraph (1) of section 3112A(d) of the USEC Privatization Act (<ref href="/us/usc/t42/s2297h–10a/d">42 U.S.C. 2297h–10a(d)</ref>) or medical isotopes for which a waiver has been issued under paragraph (2) of that section.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324424-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Official Government Business</inline>.—</heading><content>This title shall not apply to transactions for the conduct of official business of the United States Government (including transactions necessary for the operation of the United States embassy or United States consulates in the Russian Federation) or the United Nations (including its specialized agencies, programs, funds, and related organizations) by employees, grantees, or contractors thereof.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324425-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Non-Russian Oil That Transits Russian Territory</inline>.—</heading><content>This title shall not apply to oil originating in a country other than the Russian Federation that transits the territory of the Russian Federation, or to any entity that transports such oil, for export to international markets.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324426-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">General Licenses</inline>.—</heading><paragraph class="fontsize10" id="ycc324427-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/h/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>This title shall not apply with respect to a United States person that is operating under the terms of a general license issued by the Department of the Treasury before the date of the enactment of this Act.</content></paragraph>
<paragraph class="fontsize10" id="ycc324428-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/h/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Rule of construction</inline>.—</heading><content>Nothing in this title shall be construed to affect the terms of a general license described in paragraph (1), the authority of United States persons to continue to operate under such a license, or the authority of the Secretary of the Treasury to extend or issue new general licenses.<page identifier="/us/stat/140/1043">140 STAT. 1043</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc324429-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Winddown Operations</inline>.—</heading><chapeau>During the 270-day period beginning on the date of the enactment of this Act, sanctions under this title shall not apply with respect to—</chapeau><paragraph class="fontsize10" id="ycc32442a-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/i/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>an activity related to the winddown or divestiture of operations in the Russian Federation by an entity located in the Russian Federation that is not owned or controlled, directly or indirectly, by a Russian person; or</content></paragraph>
<paragraph class="fontsize10" id="ycc32442b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/i/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>an entity located in the Russian Federation that is owned or controlled, directly or indirectly, by a United States person if that United States person is engaged in good faith efforts to winddown or divest operations in the Russian Federation, including providing ongoing operational support to wind down or divest operations.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc326b3c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/j" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="j">(j) </num><heading class="fontsize10"><inline class="smallCaps">Exception for Safety of Vessels and Crew</inline>.—</heading><chapeau>Sanctions under this title shall not apply with respect to a person providing provisions to a vessel otherwise subject to sanctions under this title if such provisions are intended—</chapeau><paragraph class="fontsize10" id="ycc326b3d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/j/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>for the safety and care of the crew aboard the vessel;</content></paragraph>
<paragraph class="fontsize10" id="ycc326b3e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/j/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>for the protection of human life aboard the vessel; or</content></paragraph>
<paragraph class="fontsize10" id="ycc326b3f-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/j/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to avoid any environmental or other significant damage.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc326b40-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/k" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="k">(k) </num><heading class="fontsize10"><inline class="smallCaps">Exception Relating to Activities of the National Aeronautics and Space Administration</inline>.—</heading><paragraph class="fontsize10" id="ycc326b41-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/k/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>This title shall not apply with respect to activities of the National Aeronautics and Space Administration.</content></paragraph>
<paragraph class="fontsize10" id="ycc326b42-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/k/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Rule of construction</inline>.—</heading><chapeau>Nothing in this title shall be construed to authorize the imposition of any sanction or other condition, limitation, restriction, prohibition, or other measure, that directly or indirectly impedes the supply by any entity of the Russian Federation of any product or service, or the procurement of such product or service by any contractor or subcontractor of the United States or any other entity, relating to or in connection with any space launch conducted for—</chapeau><subparagraph class="fontsize10" id="ycc326b43-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/k/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the National Aeronautics and Space Administration; or</content></subparagraph>
<subparagraph class="fontsize10" id="ycc326b44-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s114/k/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>any other non-Department of Defense customer.</content></subparagraph>

<section id="d1203e2559" identifier="/us/pl/119/111/dA/tI/s115" style="-uslm-lc:I658143"><num class="fontsize12" value="115">SEC. 115. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc326b45-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10815">22 USC 10815</ref>.</p></sidenote><heading class="fontsize12">WAIVER.</heading><subsection class="firstIndent0 fontsize10" id="ycc32e076-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The President may, subject to subsection (b), waive the application of any sanctions provision with respect to a foreign person, any restriction with respect to a person, or any duty under this title.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc32e077-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Reports Required</inline>.—</heading><paragraph class="fontsize10" id="ycc32e078-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Before issuing a waiver under subsection (a), the President shall submit to Congress—</chapeau><subparagraph class="fontsize10" id="ycc32e079-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc32e07a-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Certification.</p></sidenote>a certification in writing that the issuance of the waiver is in the national interests of the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc32e07b-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a report explaining the basis for the certification.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc32e07c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Consolidation of reports</inline>.—</heading><content>If the President is issuing more than one waiver of a section of this title, the President may include, in one report submitted under paragraph (1), the certifications and explanations required by that paragraph <page identifier="/us/stat/140/1044">140 STAT. 1044</page>
with respect to each such waiver, as long as all of such certifications and explanations relate to a waiver of the same section of this title.</content></paragraph>
<paragraph class="fontsize10" id="ycc32e07d-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Form of report</inline>.—</heading><content>Each report required by paragraph (1) shall be submitted in unclassified form but may include a classified annex.</content></paragraph>
<paragraph class="fontsize10" id="ycc32e07e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s115/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Applicability to modifications of certain duty rates</inline>.—</heading><content>The President is not required to submit a report under paragraph (1) for a modification or adjustment of a rate of duty pursuant to section 113(b). This paragraph does not modify or negate the requirement to submit a written determination required by section 113(b) or a report required by section 113(g)(1).</content></paragraph>

<section id="d1203e2641" identifier="/us/pl/119/111/dA/tI/s116" style="-uslm-lc:I658143"><num class="fontsize12" value="116">SEC. 116. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc32e07f-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10816">22 USC 10816</ref>.</p></sidenote><heading class="fontsize12">SANCTIONS IMPLEMENTATION AND PENALTIES.</heading><subsection class="firstIndent0 fontsize10" id="ycc330790-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s116/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Implementation</inline>.—</heading><content>The President may exercise all authorities provided under sections 203 and 205 of the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1702">50 U.S.C. 1702</ref> and 1704) to carry out sections 102 through 111.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycc330791-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s116/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc330792-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Penalties</inline>.—</heading><content>The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1705">50 U.S.C. 1705</ref>) shall apply to any person that violates, attempts to violate, conspires to violate, or causes a violation of any prohibition under any of sections 102 through 111, or an order or regulation prescribed under any of such sections, to the same extent that such penalties apply to a person that commits an unlawful act described in subsection (a) of that section.</content></subsection>

<section id="d1203e2682" identifier="/us/pl/119/111/dA/tI/s117" style="-uslm-lc:I658143"><num class="fontsize12" value="117">SEC. 117. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc330793-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s10817">22 USC 10817</ref>.</p></sidenote><heading class="fontsize12">TERMINATION.</heading><subsection class="firstIndent0 fontsize10" id="ycc3810a4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc3810a5-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Reports.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Subject to subsection (b), the President may terminate the application of any sanction with respect to a foreign person, any restriction with respect to a person, or any duty under this title, if the President submits to Congress a report—</chapeau><paragraph class="fontsize10" id="ycc3810a6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc3810a7-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Certification.</p></sidenote><chapeau>certifying in writing that—</chapeau><subparagraph class="fontsize10" id="ycc3810a8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc3810a9-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Ukraine.</p></sidenote>in the case of the termination of the application of a sanction, restriction, or duty with respect to a Russian person or the Russian Federation, the Russian Federation has—</chapeau><clause class="fontsize10" id="ycc3810aa-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>signed a peace agreement that is accepted by the free and independent Government of Ukraine; and</content></clause>
<clause class="fontsize10" id="ycc3810ab-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>ceased all military hostilities against and any activities to overthrow, dismantle, and subvert the Government of Ukraine; or</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ycc3810ac-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>in the case of the termination of the application of a sanction, restriction, or duty with respect to any foreign person or foreign country (other than a Russian person or the Russian Federation)—</chapeau><clause class="fontsize10" id="ycc3810ad-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the foreign person or the government of the foreign country, as the case may be, is not engaging in the activity that was the basis for the sanctions or other measures being terminated; and</content></clause>
<clause class="fontsize10" id="ycc3810ae-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the President has received reliable assurances that the foreign person or the government of the foreign country, as the case may be, will not knowingly engage in activity subject to sanctions or other measures under this title in the future; and<page identifier="/us/stat/140/1045">140 STAT. 1045</page></content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3810af-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>that includes, in the case of a report not relating to the termination of a duty under section 112 or 113, a determination of whether the termination is intended to significantly alter United States foreign policy with regard to the Russian Federation.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc3810b0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Period for Review by Congress</inline>.—</heading><paragraph class="fontsize10" id="ycc3810b1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>During the period of 30 calendar days beginning on the date on which the President submits a report under subsection (a) with respect to the termination of the application of a sanction, restriction, or duty under this title, the termination shall not take effect. If, after the end of that period, a joint resolution of disapproval with respect to the termination has not been enacted into law under subsection (c), the termination may take effect.</content></paragraph>
<paragraph class="fontsize10" id="ycc3810b2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Consideration by congress</inline>.—</heading><content>During the period described in paragraph (1), the appropriate committee of the Senate and the appropriate committee of the House of Representatives should, as appropriate, hold hearings and briefings and otherwise obtain information in order to fully review the report.</content></paragraph>
<paragraph class="fontsize10" id="ycc3810b3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Exception</inline>.—</heading><content>The period for congressional review under paragraph (1) of a report required to be submitted under subsection (a) shall be 60 calendar days if the report is submitted on or after July 10 and on or before September 7 in any calendar year.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycc3810b4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Joint Resolution of Disapproval</inline>.—</heading><paragraph class="fontsize10" id="ycc3837c5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Joint resolution of disapproval defined</inline>.—</heading><content>In this subsection, the term “<term>joint resolution of disapproval</term>” means only a joint resolution of either House of Congress the sole matter after the resolving clause of which is as follows: “That Congress disapproves of the termination of the application of section ＿＿ of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, with respect to which the President submitted a report on ＿＿＿.”, with the first blank space being filled with the appropriate section number and the second blank space being filled with the appropriate date.</content></paragraph>
<paragraph class="fontsize10" id="ycc3837c6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Introduction</inline>.—</heading><chapeau>During the period of 30 calendar days provided for under subsection (b)(1), including any additional period as applicable under the exception provided in subsection (b)(3), a joint resolution of disapproval may be introduced—</chapeau><subparagraph class="fontsize10" id="ycc3837c7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in the House of Representatives, by the majority leader or the minority leader; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837c8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in the Senate, by the majority leader (or a designee of the majority leader) or the minority leader (or a designee of the minority leader).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3837c9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Consideration in house of representatives</inline>.—</heading><subparagraph class="fontsize10" id="ycc3837ca-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Reporting and discharge</inline>.—</heading><content>Any committee of the House of Representatives to which a joint resolution of disapproval is referred shall report it to the House of Representatives without amendment not later than 10 calendar days after the date of referral. If a committee fails to report the joint resolution within that period, the committee shall be discharged from further consideration of the joint resolution and the joint resolution shall be referred to the appropriate calendar.<page identifier="/us/stat/140/1046">140 STAT. 1046</page></content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837cb-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Proceeding to consideration</inline>.—</heading><content>After each committee authorized to consider a joint resolution of disapproval reports it to the House of Representatives or has been discharged from its consideration, it shall be in order to move to proceed to consider the joint resolution of disapproval in the House of Representatives. All points of order against the motion are waived. The previous question shall be considered as ordered on the motion to its adoption without intervening motion. The motion shall not be debatable. A motion to reconsider the vote by which the motion is disposed of shall not be in order.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837cc-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Consideration</inline>.—</heading><content>The joint resolution of disapproval shall be considered as read. All points of order against the joint resolution of disapproval and against its consideration are waived. The previous question shall be considered as ordered on the joint resolution of disapproval to its passage without intervening motion except 2 hours of debate equally divided and controlled by the proponent and an opponent. A motion to reconsider the vote on passage of the joint resolution of disapproval shall not be in order.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3837cd-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Consideration in the senate</inline>.—</heading><subparagraph class="fontsize10" id="ycc3837ce-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Committee referral</inline>.—</heading><content>A joint resolution of disapproval introduced in the Senate shall be referred to the appropriate committee of the Senate.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837cf-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Reporting and discharge</inline>.—</heading><content>If the appropriate committee of the Senate has not reported the joint resolution within 10 calendar days after the date of referral of the joint resolution, that committee shall be discharged from further consideration of the joint resolution and the joint resolution shall be placed on the appropriate calendar.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837d0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Proceeding to consideration</inline>.—</heading><content>Notwithstanding Rule XXII of the Standing Rules of the Senate, it is in order at any time after the appropriate committee of the Senate reports a joint resolution of disapproval to the Senate or has been discharged from consideration of such a joint resolution to move to proceed to the consideration of the joint resolution, and all points of order against the joint resolution (and against consideration of the joint resolution) are waived. The motion to proceed is not debatable. The motion is not subject to a motion to postpone. A motion to reconsider the vote by which the motion is agreed to or disagreed to shall not be in order. Approval by the Senate of a motion to proceed to a joint resolution of disapproval shall require the affirmative vote of three-fifths of Members of the Senate, duly chosen and sworn.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837d1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><heading class="fontsize10"><inline class="smallCaps">Consideration</inline>.—</heading><content>Consideration in the Senate of a joint resolution of disapproval and of all debatable motions and appeals in connection therewith shall not exceed a total of 10 hours, which shall be divided equally between the majority and minority leaders or their designees. Any debatable motion or appeal is debatable for not to exceed 1 hour, to be divided equally between those favoring and those opposing the motion or appeal.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837d2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><heading class="fontsize10"><inline class="smallCaps">No amendments or motions</inline>.—</heading><content>An amendment to a joint resolution of disapproval, a motion to postpone, a motion to proceed to the consideration of other business, <page identifier="/us/stat/140/1047">140 STAT. 1047</page>
or a motion to recommit the joint resolution is not in order.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837d3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><heading class="fontsize10"><inline class="smallCaps">Vote on joint resolution</inline>.—</heading><content>If the Senate has voted to proceed to a joint resolution of disapproval, the vote on approval of the joint resolution shall occur immediately following the conclusion of consideration of the joint resolution, and a single quorum call if requested. Approval by the Senate of a joint resolution of disapproval shall require the affirmative vote of three-fifths of Members of the Senate, duly chosen and sworn.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837d4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/4/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><heading class="fontsize10"><inline class="smallCaps">Consideration of veto messages</inline>.—</heading><content>Consideration in the Senate of any veto message with respect to a joint resolution of disapproval, including all debatable motions and appeals in connection with the joint resolution, shall be limited to 10 hours, to be equally divided between, and controlled by, the majority leader and the minority leader or their designees.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3837d5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc3837d6-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180">Applicability.</p></sidenote><inline class="smallCaps">Treatment of house joint resolution in senate</inline>.—</heading><subparagraph class="fontsize10" id="ycc3837d7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>If, before the passage by the Senate of a joint resolution of disapproval, the Senate receives an identical joint resolution from the House of Representatives, the following procedures shall apply:</chapeau><clause class="fontsize10" id="ycc3837d8-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>That joint resolution shall not be referred to a committee.</content></clause>
<clause class="fontsize10" id="ycc3837d9-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><chapeau>With respect to that joint resolution—</chapeau><subclause class="fontsize10" id="ycc3837da-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/A/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>the procedure in the Senate shall be the same as if no joint resolution had been received from the House of Representatives; but</content></subclause>
<subclause class="fontsize10" id="ycc3837db-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/A/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>the vote on passage shall be on the joint resolution from the House of Representatives.</content></subclause>

</subparagraph>
<subparagraph class="fontsize10" id="ycc3837dc-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>If the Senate passes a joint resolution of disapproval before receiving a joint resolution of disapproval from the House of Representatives, the joint resolution passed by the Senate shall be held at the desk pending receipt of the joint resolution from the House of Representatives. Upon receipt of a joint resolution from the House of Representatives that is identical to the joint resolution passed by the Senate, the Senate shall proceed to its immediate consideration and the joint resolution shall be considered read a third time and passed and the motion to reconsider be considered made and laid upon the table with no intervening action or debate.</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837dd-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>If a joint resolution of disapproval is received from the House, and no companion joint resolution has been introduced in the Senate, the Senate procedures under this subsection shall apply to the House joint resolution.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3837de-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Rules of house of representatives and senate</inline>.—</heading><chapeau>This subsection is enacted by Congress—</chapeau><subparagraph class="fontsize10" id="ycc3837df-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>as an exercise of the rulemaking power of the Senate and the House of Representatives, respectively, and as such is deemed a part of the rules of each House, respectively, and supersedes other rules only to the extent that it is inconsistent with such rules; and</content></subparagraph>
<subparagraph class="fontsize10" id="ycc3837e0-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>with full recognition of the constitutional right of either House to change the rules (so far as relating to the procedure of that House) at any time, in the same <page identifier="/us/stat/140/1048">140 STAT. 1048</page>
manner, and to the same extent as in the case of any other rule of that House.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ycc3837e1-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this subsection:</chapeau><subparagraph class="fontsize10" id="ycc3837e2-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate committee of the house of representatives</inline>.—</heading><chapeau>The term “<term>appropriate committee of the House of Representatives</term>” means—</chapeau><clause class="fontsize10" id="ycc385ef3-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>with respect to the termination of a duty under section 112 or 113, the Committee on Ways and Means of the House of Representatives;</content></clause>
<clause class="fontsize10" id="ycc385ef4-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>with respect to the termination of any sanction or restriction under any of sections 102 through 111 that is intended to significantly alter United States foreign policy with regard to the Russian Federation, the Committee on Foreign Affairs of the House of Representatives; or</content></clause>
<clause class="fontsize10" id="ycc385ef5-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>with respect to the termination of any sanction or restriction under any of sections 102 through 111 that is not intended to significantly alter United States foreign policy with regard to the Russian Federation, the Committee on Financial Services of the House of Representatives.</content></clause>

<subparagraph class="fontsize10" id="ycc385ef6-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate committee of the senate</inline>.—</heading><chapeau>The term “<term>appropriate committee of the Senate</term>” means—</chapeau><clause class="fontsize10" id="ycc385ef7-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dA/tI/s117/c/7/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>with respect to the termination of a duty under section 112 or 113, the Committee on Finance of the Senate;</content></clause>

<section id="d1203e3131" identifier="/us/pl/119/111/dB/s1" style="-uslm-lc:I658141"><num class="fontsize12" value="1">SEC. 1. </num><heading class="fontsize12">EDUCATOR EXPENSE DEDUCTION TO INCLUDE EARLY CHILDHOOD EDUCATORS.</heading><subsection class="firstIndent0 fontsize10" id="ycc38fb3c-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dB/s1/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Section 62(d)(1) of the Internal Revenue Code of 1986<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcc38fb3d-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658180"><ref href="/us/usc/t26/s62">26 USC 62</ref>.</p></sidenote> <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ycc38fb3e-b8df-11f1-a37f-e7703b762a33" identifier="/us/pl/119/111/dB/s1/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subparagraph (A), by <amendingAction type="delete">striking</amendingAction> “<quotedText>a kindergarten through grade 12 teacher</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>an early childhood or kindergarten through grade 12 teacher</quotedText>”, and</content></paragraph>

<subclause class="fontsize10" id="ycc392254-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>operates at the public expense or receives a fee, payment, or grant for providing such services for any of the individuals (regardless of whether such school or facility is operated for profit), and</content></subclause>

<clause class="fontsize10" id="ycc392255-b8df-11f1-a37f-e7703b762a33" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>in the case of elementary education or secondary education (kindergarten through grade 12), any school which provides such education, as determined under State law.”</content></clause>
