<section id="d53362e90" identifier="/us/pl/117/80/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>AUTHORIZATION TO ESTABLISH COMMEMORATIVE WORK.</heading><subsection class="firstIndent0 fontsize10" id="y863549f7-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The National Medal of Honor Museum Foundation may establish a commemorative work on Federal land in the District of Columbia and its environs to honor the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor recipients.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y863549f8-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Compliance With Standards for Commemorative Works</inline>.—</heading><content>The establishment of the commemorative work under this section shall be in accordance with <ref href="/us/usc/t40/ch89">chapter 89 of title 40, United States Code</ref> (commonly known as the “Commemorative Works Act”).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y863549f9-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prohibition on the Use of Federal Funds</inline>.—</heading><paragraph class="fontsize10" id="y863549fa-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Federal funds may not be used to pay any expense of the establishment of the commemorative work under this section.</content></paragraph>
<paragraph class="fontsize10" id="y863549fb-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Responsibility of the national medal of honor museum foundation</inline>.—</heading><content>The National Medal of Honor Museum Foundation shall be solely responsible for acceptance of contributions for, and payment of the expenses of, the establishment of the commemorative work under this section.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y863549fc-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Deposit of Excess Funds</inline>.—</heading><paragraph class="fontsize10" id="y863549fd-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>If, on payment of all expenses for the establishment of the commemorative work under this section (including the maintenance and preservation amount required by <ref href="/us/usc/t40/s8906/b/1">section 8906(b)(1) of title 40, United States Code</ref>), there remains a balance of funds received for the establishment of the commemorative work, the National Medal of Honor Museum Foundation shall transmit the amount of the balance to the Secretary of the Interior for deposit in the account provided for in section 8906(b)(3) of that title.</content></paragraph>
<paragraph class="fontsize10" id="y863549fe-e812-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/80/s1/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">On expiration of authority</inline>.—</heading><content>If, on expiration of the authority for the commemorative work under <ref href="/us/usc/t40/s8903/e">section 8903(e) of title 40, United States Code</ref>, there remains a balance of funds received for the establishment of the commemorative work under this section, the National Medal of Honor Museum Foundation shall transmit the amount of the balance to a separate account with the National Park Foundation for memorials, to be available to the Secretary of the Interior or the <page identifier="/us/stat/135/1540">135 STAT. 1540</page>
Administrator of General Services, as appropriate, in accordance with the process provided in paragraph (4) of section 8906(b) of that title for accounts established under paragraph (2) or (3) of that section.</content></paragraph>

<section id="d53362e180" identifier="/us/pl/117/80/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DETERMINATION OF BUDGETARY EFFECTS.</heading><content style="-uslm-lc:I658120">  The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.</content></section>
