<section id="d69084e98" identifier="/us/pl/117/358/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Don Young Recognition Act</shortTitle>”.</content></section>
<section id="d69084e108" identifier="/us/pl/117/358/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2d5a7c78-e814-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="y2d5a7c79-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>on June 9, 1933, Donald Edwin Young was born to James Young and Nora (Bucy) Young in Meridian, California;</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7c7a-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Don Young earned—</chapeau><subparagraph class="fontsize10" id="y2d5a7c7b-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>an associate degree from Yuba Junior College; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c7c-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a bachelor’s degree in teaching from Chico State University;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c7d-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>from 1955 to 1957, Don Young began decades of service to the United States when he served in the Army as part of the 41st Tank Battalion;</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7c7e-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>in 1959, Don Young moved to Alaska and found his true home in the village of Fort Yukon, which is located 7 miles above the Arctic Circle;</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7c7f-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Don Young met and married the first love of his life, Lula “Lu” Young, in Fort Yukon;</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7c80-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><chapeau>Don and Lu Young had—</chapeau><subparagraph class="fontsize10" id="y2d5a7c81-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>2 wonderful daughters, Joni and Dawn (Sister); and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c82-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>14 grandchildren;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c83-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><chapeau>Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7c84-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/7/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>taught fifth grade at a school run by the Bureau of Indian Affairs during the winter; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c85-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/7/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>during the warmer months, worked—</chapeau><clause class="fontsize10" id="y2d5a7c86-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/7/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in construction, mining, fishing, and trapping; and</content></clause>
<clause class="fontsize10" id="y2d5a7c87-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/7/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>as a tugboat captain;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c88-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><chapeau>Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7c89-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/8/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>was elected mayor of Fort Yukon in 1964; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c8a-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/8/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>served as mayor of Fort Yukon until 1967;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c8b-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><chapeau>Don Young was elected to and served in—</chapeau><subparagraph class="fontsize10" id="y2d5a7c8c-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/9/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Alaska House of Representatives from 1967 to 1970; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c8d-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/9/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Alaska State Senate from 1970 to 1973;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c8e-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><chapeau>Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7c8f-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/10/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>was elected to the House of Representatives in 1973 in a special election; and<page identifier="/us/stat/136/6287">136 STAT. 6287</page></content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c90-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/10/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>served 24 additional consecutive terms in the House of Representatives;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c91-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><chapeau>Representative Don Young served as—</chapeau><subparagraph class="fontsize10" id="y2d5a7c92-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/11/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Chair of the Committee on Natural Resources of the House of Representatives from 1995 to 2001; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c93-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/11/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Chair of Committee on Transportation and Infrastructure of the House of Representatives from 2001 to 2007;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c94-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/12" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">(12) </num><content>Representative Don Young was a champion for Alaska Natives, including as Chair of the Subcommittee on Indian, Insular and Alaska Native Affairs of the Committee on Natural Resources of the House of Representatives;</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7c95-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/13" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">(13) </num><chapeau>Representative Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7c96-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/13/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>fiercely defended Alaska and Alaskans as the sole Representative for the largest State in the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c97-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/13/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>devoted himself to fulfilling the immense promise of his home State;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c98-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="14">(14) </num><chapeau>Representative Don Young was a leader in strengthening the role of Alaska in providing for the national defense of the United States through his—</chapeau><subparagraph class="fontsize10" id="y2d5a7c99-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>support for—</chapeau><clause class="fontsize10" id="y2d5a7c9a-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Coast Guard;</content></clause>
<clause class="fontsize10" id="y2d5a7c9b-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Alaskan Command; and</content></clause>
<clause class="fontsize10" id="y2d5a7c9c-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the ballistic missile defense; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y2d5a7c9d-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/14/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>steadfast commitment to the leadership of the United States in the Arctic;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7c9e-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/15" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="15">(15) </num><chapeau>Representative Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7c9f-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/15/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>sponsored not fewer than 85 bills that were enacted into Federal law; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca0-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/15/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>sponsored and cosponsored many more measures that were part of broader legislation;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7ca1-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/16" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="16">(16) </num><content>legislative achievements by Representative Don Young span the policy spectrum, from authorizing the construction of the Trans-Alaska Pipeline System to important amendments and the Alaska Native Claims Settlement Act (<ref href="/us/usc/t43/s1601/etseq">43 U.S.C. 1601 et seq.</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y2d5a7ca2-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="17">(17) </num><chapeau>Representative Don Young authored and advocated for generational laws, including—</chapeau><subparagraph class="fontsize10" id="y2d5a7ca3-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Indian Self-Determination and Education Assistance Act (<ref href="/us/usc/t25/s5301/etseq">25 U.S.C. 5301 et seq.</ref>) in 1975;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca4-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Magnuson-Stevens Fishery Conservation and Management Act (<ref href="/us/usc/t16/s1801/etseq">16 U.S.C. 1801 et seq.</ref>) in 1976;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca5-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the National Wildlife Refuge System Improvement Act of 1997 (<ref href="/us/pl/105/57">Public Law 105–57</ref>; <ref href="/us/stat/111/1252">111 Stat. 1252</ref>) in 1997;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca6-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>SAFETEA–LU (<ref href="/us/pl/109/59">Public Law 109–59</ref>; <ref href="/us/stat/119/1144">119 Stat. 1144</ref>) in 2005;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca7-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Multinational Species Conservation Funds Reauthorization Act of 2007 (<ref href="/us/pl/110/132">Public Law 110–132</ref>; <ref href="/us/stat/121/1360">121 Stat. 1360</ref>) in 2007; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7ca8-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/17/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>the Infrastructure Investment and Jobs Act (<ref href="/us/pl/117/58">Public Law 117–58</ref>; <ref href="/us/stat/135/429">135 Stat. 429</ref>) in 2021;</content></subparagraph>

<paragraph class="fontsize10" id="y2d5a7ca9-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/18" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="18">(18) </num><chapeau>Representative Don Young—</chapeau><subparagraph class="fontsize10" id="y2d5a7caa-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/18/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>formed strong relationships and friendships with Members of Congress on both sides of the aisle; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d5a7cab-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/18/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>proudly worked with 10 different Presidents;<page identifier="/us/stat/136/6288">136 STAT. 6288</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d5a7cac-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s2/19" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="19">(19) </num><content>in 2015, Representative Don Young married his second love, Anne Garland Walton, in the United States Capitol;</content></paragraph>

<section id="d69084e440" identifier="/us/pl/117/358/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DESIGNATION OF MOUNT YOUNG, ALASKA.</heading><subsection class="firstIndent0 fontsize10" id="y2d5aa3c0-e814-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/358/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Designation</inline>.—</heading><content><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d5aa3c1-e814-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote>Not later than 30 days after the date of enactment of this Act, the Board on Geographic Names shall designate the 2,598-foot volcanic peak known as “Mount Cerberus” located at 51.93569°N, 179.5848°E, on Semisopochnoi Island in the State of Alaska as “Mount Young”.</content></subsection>
