<section id="d47214e88" identifier="/us/pl/117/353/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Katimiîn and Ameekyáaraam Sacred Lands Act</shortTitle>”.</content></section>
<section id="d47214e98" identifier="/us/pl/117/353/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>LAND HELD IN TRUST FOR THE KARUK TRIBE.</heading><subsection class="firstIndent0 fontsize10" id="y4c7d5ee6-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Findings</inline>.—</heading><chapeau>Congress finds that—</chapeau><paragraph class="fontsize10" id="y4c7d5ee7-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Katimiîn and Ameekyáaraam land is located in the ancestral territory of the Karuk Tribe; and</content></paragraph>
<paragraph class="fontsize10" id="y4c7d5ee8-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Karuk Tribe has historically used, and has an ongoing relationship with, the Katimiîn and Ameekyáaraam land.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5ee9-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y4c7d5eea-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/b/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10 smallCaps">Katimiîn and ameekyáaraam land<inline class="noSmallCaps">.—</inline></heading><content>The term “<term>Katimiîn and Ameekyáaraam land</term>” means the approximately 1,031 acres of Federal land, including improvements and appurtenances to the Federal land, located in Siskiyou County, California, and Humboldt County, California, and generally depicted as “Proposed Area” on the map of the Forest Service entitled “Katimiîn Area Boundary Proposal” and dated August 9, 2021.</content></paragraph>
<paragraph class="fontsize10" id="y4c7d5eeb-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/b/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5eec-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Administrative Transfer</inline>.—</heading><content>Administrative jurisdiction of the Katimiîn and Ameekyáaraam land is hereby transferred from the Secretary of Agriculture to the Secretary, subject to the condition that the Chief of the Forest Service shall continue to manage the component of the National Wild and Scenic Rivers System that flows through the Katimiîn and Ameekyáaraam land.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5eed-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Land Held in Trust</inline>.—</heading><chapeau>The Katimiîn and Ameekyáaraam land is hereby taken into trust by the Secretary for the benefit of the Karuk Tribe, subject to—</chapeau><paragraph class="fontsize10" id="y4c7d5eee-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>valid existing rights, contracts, and management agreements relating to easements and rights-of-way; and</content></paragraph>
<paragraph class="fontsize10" id="y4c7d5eef-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>continued access by the Chief of the Forest Service for the purpose of managing the component of the National Wild and Scenic Rivers System that flows through the Katimiîn and Ameekyáaraam land.<page identifier="/us/stat/136/6269">136 STAT. 6269</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5ef0-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x4c7d5ef1-e814-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Survey</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Secretary of Agriculture shall provide to the Secretary a complete survey of the land taken into trust under subsection (d).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5ef2-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Use of Land</inline>.—</heading><paragraph class="fontsize10" id="y4c7d5ef3-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Land taken into trust under subsection (d) may be used for traditional and customary uses for the benefit of the Karuk Tribe.</content></paragraph>
<paragraph class="fontsize10" id="y4c7d5ef4-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Gaming</inline>.—</heading><content>Class II and class III gaming under the Indian Gaming Regulatory Act (<ref href="/us/usc/t25/s2701/etseq">25 U.S.C. 2701 et seq.</ref>) shall not be allowed on the land taken into trust under subsection (d).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y4c7d5ef5-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Wild and Scenic Rivers Management</inline>.—</heading><paragraph class="fontsize10" id="y4c7d5ef6-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/g/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Nothing in this section affects the status or administration of any component of the National Wild and Scenic Rivers System, including any component that flows through the land taken into trust under subsection (d).</content></paragraph>
<paragraph class="fontsize10" id="y4c7d5ef7-e814-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/353/s2/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Memorandum of understanding</inline>.—</heading><content>The Secretary of Agriculture shall enter into a memorandum of understanding with the Karuk Tribe, consistent with the obligations of the Secretary of Agriculture under subsection (c), to establish mutual goals for the protection and enhancement of the river values of any component of the National Wild and Scenic Rivers System that flows through the land taken into trust under subsection (d).</content></paragraph>
