<section id="d71011e98" identifier="/us/pl/117/331/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Great Dismal Swamp National Heritage Area Act</shortTitle>”.</content></section>
<section id="d71011e108" identifier="/us/pl/117/331/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x06845b3f-e815-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y06845b40-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Heritage area</inline>.—</heading><content>The term “<term>Heritage Area</term>” means the Great Dismal Swamp National Heritage Area.</content></paragraph>
<paragraph class="fontsize10" id="y06845b41-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior.</content></paragraph>
<paragraph class="fontsize10" id="y06845b42-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">States</inline>.—</heading><content>The term “<term>States</term>” means the States of Virginia and North Carolina.</content></paragraph>
<paragraph class="fontsize10" id="y06845b43-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Study area</inline>.—</heading><chapeau>The term “<term>study area</term>” means—</chapeau><subparagraph class="fontsize10" id="y06845b44-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the cities of Chesapeake, Norfolk, Portsmouth, and Suffolk in the State of Virginia;</content></subparagraph>
<subparagraph class="fontsize10" id="y06845b45-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Isle of Wight County in the State of Virginia;</content></subparagraph>
<subparagraph class="fontsize10" id="y06845b46-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Camden, Currituck, Gates, and Pasquotank counties in the State of North Carolina; and</content></subparagraph>
<subparagraph class="fontsize10" id="y06845b47-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>any other areas in the States that—</chapeau><clause class="fontsize10" id="y06845b48-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>have heritage aspects that are similar to the areas described in subparagraphs (A), (B), or (C); and</content></clause>
<clause class="fontsize10" id="y06845b49-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s2/4/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>are adjacent to, or in the vicinity of, those areas.</content></clause>

</section>
<section id="d71011e181" identifier="/us/pl/117/331/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>STUDY.</heading><subsection class="firstIndent0 fontsize10" id="y0684f78a-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary, in consultation with State and local organizations and governmental agencies, Tribal governments, non-profit organizations, and other appropriate entities, shall conduct a study to assess the suitability and feasibility of designating the study area as a National Heritage Area, to be known as the “Great Dismal Swamp National Heritage Area”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y0684f78b-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x0684f78c-e815-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Analysis. </p></sidenote>The study shall include analysis, documentation, and determinations on whether the study area—</chapeau><paragraph class="fontsize10" id="y0684f78d-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>has an assemblage of natural, historic, and cultural resources that—</chapeau><subparagraph class="fontsize10" id="y0684f78e-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>represent distinctive aspects of the people and cultures of the United States;<page identifier="/us/stat/136/6117">136 STAT. 6117</page></content></subparagraph>
<subparagraph class="fontsize10" id="y0684f78f-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>are worthy of recognition, conservation, interpretation, and continuing use; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0684f790-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><chapeau>would be best managed—</chapeau><clause class="fontsize10" id="y0684f791-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>through partnerships among public and private entities; and</content></clause>
<clause class="fontsize10" id="y0684f792-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/1/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by linking diverse and sometimes noncontiguous resources and active communities;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y0684f793-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>reflects traditions, customs, beliefs, and folklife that are a valuable part of the story of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y0684f794-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>provides outstanding opportunities—</chapeau><subparagraph class="fontsize10" id="y0684f795-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to conserve natural, historic, cultural, or scenic features; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0684f796-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>for recreation and education;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y0684f797-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>contains resources that—</chapeau><subparagraph class="fontsize10" id="y0684f798-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>are important to any identified themes of the study area; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0684f799-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>retain a degree of integrity capable of supporting interpretation;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y0684f79a-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>includes residents, business interests, nonprofit organizations, and State, local, and Tribal governments, and other appropriate entities that—</chapeau><subparagraph class="fontsize10" id="y0684f79b-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>are involved in the planning of the Heritage Area;</content></subparagraph>
<subparagraph class="fontsize10" id="y0684f79c-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>have developed a conceptual financial plan that outlines the roles of all participants in the Heritage Area, including the Federal Government; and</content></subparagraph>
<subparagraph class="fontsize10" id="y06851ead-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/5/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>have demonstrated support for the designation of the Heritage Area;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y06851eae-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>has a potential management entity to work in partnership with the individuals and entities described in paragraph (5) to develop the Heritage Area while encouraging State and local economic activity; and</content></paragraph>
<paragraph class="fontsize10" id="y06851eaf-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s3/b/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>has a conceptual boundary map that is supported by the public.</content></paragraph>

<section id="d71011e308" identifier="/us/pl/117/331/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x06851eb0-e815-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 3 years after the date on which funds are first made available to carry out this Act, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</chapeau><paragraph class="fontsize10" id="y06851eb1-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the findings of the study under section 3; and<page identifier="/us/stat/136/6118">136 STAT. 6118</page></content></paragraph>
<paragraph class="fontsize10" id="y06851eb2-e815-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/331/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>any conclusions and recommendations of the Secretary.</content></paragraph>
