<section id="d51432e88" identifier="/us/pl/117/323/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x69181ac0-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s10101">34 USC 10101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Justice and Mental Health Collaboration Reauthorization Act of 2022</shortTitle>”.</content></section>
<section id="d51432e103" identifier="/us/pl/117/323/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REAUTHORIZATION OF THE JUSTICE AND MENTAL HEALTH COLLABORATION PROGRAM.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x69188ff1-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 2991(b)(5) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t34/s10651/b/5">34 U.S.C. 10651(b)(5)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y69188ff2-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in subparagraph (I)—</chapeau><subparagraph class="fontsize10" id="y69188ff3-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in clause (i), by <amendingAction type="delete">striking</amendingAction> “<quotedText>teams and treatment accountability services for communities</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>teams, treatment accountability services for communities, and training for State and local prosecutors relating to diversion programming and implementation</quotedText>”;</content></subparagraph>
<subparagraph class="fontsize10" id="y69188ff4-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>in clause (v)—</chapeau><clause class="fontsize10" id="y69188ff5-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in subclause (III), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></clause>
<clause class="fontsize10" id="y69188ff6-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>in subclause (IV), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></clause>
<clause class="fontsize10" id="y69188ff7-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subparagraph class="fontsize10" id="y69188ff8-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="V">“(V) </num><content>coordinate, implement, and administer models to address mental health calls that include specially trained officers and mental health crisis workers responding to those calls together.”</content></subparagraph>
</quotedContent>; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y69188ff9-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><clause class="fontsize10" id="y6918b70a-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">“(vi) </num><heading class="fontsize10"><inline class="smallCaps">Suicide prevention services</inline>.—</heading><content>Funds may be used to develop, promote, and implement comprehensive suicide prevention programs and services for incarcerated individuals that include ongoing risk assessment.</content></clause>
<clause class="fontsize10" id="y6918b70b-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">“(vii) </num><heading class="fontsize10"><inline class="smallCaps">Case management services</inline>.—</heading><chapeau>Funds may be used for case management services for preliminary qualified offenders and individuals who are released from any penal or correctional institution to—</chapeau><subclause class="fontsize10" id="y6918b70c-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>reduce recidivism; and</content></subclause>
<subclause class="fontsize10" id="y6918b70d-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>assist those individuals with reentry into the community.</content></subclause>
</clause>
<clause class="fontsize10" id="y6918b70e-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="viii">“(viii) </num><heading class="fontsize10"><inline class="smallCaps">Enhancing community capacity and links to mental health care</inline>.—</heading><content>Funds may be used to support, administer, or develop treatment capacity and <page identifier="/us/stat/136/4438">136 STAT. 4438</page>
increase access to mental health care and substance use disorder services for preliminary qualified offenders and individuals who are released from any penal or correctional institution.</content></clause>
<clause class="fontsize10" id="y6918b70f-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ix">“(ix) </num><heading class="fontsize10"><inline class="smallCaps">Implementing 988</inline>.—</heading><content>Funds may be used to support the efforts of State and local governments to implement and expand the integration of the 988 universal telephone number designated for the purpose of the national suicide prevention and mental health crisis hotline system under section 251(e)(4) of the Communications Act of 1934 (<ref href="/us/usc/t47/s251/e/4">47 U.S.C. 251(e)(4)</ref>), including by hiring staff to support the implementation and expansion.”</content></clause>

</paragraph>
<paragraph class="fontsize10" id="y6918b710-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/323/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subparagraph class="fontsize10" id="y6918b711-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">“(K) </num><heading class="fontsize10"><inline class="smallCaps">Teams addressing mental health calls</inline>.—</heading><chapeau>With respect to a multidisciplinary team described in subparagraph (I)(v) that receives funds from a grant under this section, the multidisciplinary team—</chapeau><clause class="fontsize10" id="y6918b712-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>shall, to the extent practicable, provide response capability 24 hours each day and 7 days each week to respond to crisis or mental health calls; and</content></clause>
<clause class="fontsize10" id="y6918b713-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>may place a part of the team in a 911 call center to facilitate the timely response to mental health crises.”</content></clause>

<section id="d51432e270" identifier="/us/pl/117/323/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EXAMINATION AND REPORT ON PREVALENCE OF MENTALLY ILL OFFENDERS.</heading><content style="-uslm-lc:I658120">  Section 5(d) of the Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act of 2008 (<ref href="/us/pl/110/416">Public Law 110–416</ref>; <ref href="/us/stat/122/4355">122 Stat. 4355</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>2009</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>each of fiscal years 2023 through 2027</quotedText>”.</content></section>
