<section id="d51568e94" identifier="/us/pl/117/322/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7660117d-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s101">6 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Countering Human Trafficking Act of 2021</shortTitle>”.</content></section>
<section id="d51568e109" identifier="/us/pl/117/322/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7660388e-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242a">6 USC 242a note</ref>.</p></sidenote><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7660d4cf-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="y7660d4d0-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the victim-centered approach must become universally understood, adopted, and practiced;</content></paragraph>
<paragraph class="fontsize10" id="y7660d4d1-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>criminal justice efforts must increase the focus on, and adeptness at, investigating and prosecuting forced labor cases;</content></paragraph>
<paragraph class="fontsize10" id="y7660d4d2-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>corporations must eradicate forced labor from their supply chains;</content></paragraph>
<paragraph class="fontsize10" id="y7660d4d3-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>the Department of Homeland Security must lead by example—</chapeau><subparagraph class="fontsize10" id="y7660d4d4-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by ensuring that its government supply chain of contracts and procurement are not tainted by forced labor; and</content></subparagraph>
<subparagraph class="fontsize10" id="y7660d4d5-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by leveraging all of its authorities against the importation of goods produced with forced labor; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y7660d4d6-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><chapeau>human trafficking training, awareness, identification, and screening efforts—</chapeau><subparagraph class="fontsize10" id="y7660d4d7-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/5/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>are a necessary first step for prevention, protection, and enforcement; and</content></subparagraph>
<subparagraph class="fontsize10" id="y7660d4d8-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s2/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>should be evidence-based to be most effective.</content></subparagraph>
</paragraph>
</section>
<section id="d51568e167" identifier="/us/pl/117/322/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7660d4d9-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242a">6 USC 242a</ref>.</p></sidenote><heading>DEPARTMENT OF HOMELAND SECURITY CENTER FOR COUNTERING HUMAN TRAFFICKING.</heading><subsection class="firstIndent0 fontsize10" id="y7662d0aa-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><paragraph class="fontsize10" id="y7662d0ab-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary of Homeland Security shall operate, within U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, the Center for Countering Human Trafficking (referred to in this Act as “CCHT”).</content></paragraph>
<paragraph class="fontsize10" id="y7662d0ac-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of CCHT shall be to serve at the forefront of the Department of Homeland Security’s unified global efforts to counter human trafficking through law enforcement operations and victim protection, prevention, and awareness programs.</content></paragraph>
<paragraph class="fontsize10" id="y7662d0ad-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Administration</inline>.—</heading><chapeau>Homeland Security Investigations shall—<page identifier="/us/stat/136/4434">136 STAT. 4434</page></chapeau><subparagraph class="fontsize10" id="y7662d0ae-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>maintain a concept of operations that identifies CCHT participants, funding, core functions, and personnel; and</content></subparagraph>
<subparagraph class="fontsize10" id="y7662d0af-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>update such concept of operations, as needed, to accommodate its mission and the threats to such mission.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y7662d0b0-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Personnel</inline>.—</heading><subparagraph class="fontsize10" id="y7662d0b1-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7662d0b2-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Appointment.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><chapeau>The Secretary of Homeland Security shall appoint a CCHT Director, who shall—</chapeau><clause class="fontsize10" id="y7662d0b3-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>be a member of the Senior Executive Service; and</content></clause>
<clause class="fontsize10" id="y7662d0b4-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>serve as the Department of Homeland Security’s representative on human trafficking.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y7662d0b5-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Minimum core personnel requirements</inline>.—</heading><chapeau>Subject to appropriations, the Secretary of Homeland Security shall ensure that CCHT is staffed with at least 45 employees in order to maintain continuity of effort, subject matter expertise, and necessary support to the Department of Homeland Security, including—</chapeau><clause class="fontsize10" id="y7662d0b6-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>employees who are responsible for the Continued Presence Program and other victim protection duties;</content></clause>
<clause class="fontsize10" id="y7662d0b7-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>employees who are responsible for training, including curriculum development, and public awareness and education;</content></clause>
<clause class="fontsize10" id="y7662d0b8-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>employees who are responsible for stakeholder engagement, Federal interagency coordination, multilateral partnerships, and policy;</content></clause>
<clause class="fontsize10" id="y7662d0b9-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>employees who are responsible for public relations, human resources, evaluation, data analysis and reporting, and information technology;</content></clause>
<clause class="fontsize10" id="y7662d0ba-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>special agents and criminal analysts necessary to accomplish its mission of combating human trafficking and the importation of goods produced with forced labor; and</content></clause>
<clause class="fontsize10" id="y7662d0bb-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/a/4/B/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>managers.</content></clause>
</subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7662d0bc-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Operations Unit</inline>.—</heading><chapeau>The CCHT Director shall operate, within CCHT, an Operations Unit, which shall, at a minimum—</chapeau><paragraph class="fontsize10" id="y7662d0bd-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>support criminal investigations of human trafficking (including sex trafficking and forced labor)—</chapeau><subparagraph class="fontsize10" id="y7662d0be-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by developing, tracking, and coordinating leads; and</content></subparagraph>
<subparagraph class="fontsize10" id="y7662d0bf-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by providing subject matter expertise;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y7662d0c0-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>augment the enforcement of the prohibition on the importation of goods produced with forced labor through civil and criminal authorities;</content></paragraph>
<paragraph class="fontsize10" id="y7662d0c1-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7662d0c2-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>coordinate a Department-wide effort to conduct procurement audits and enforcement actions, including suspension and debarment, in order to mitigate the risk of human trafficking throughout Department acquisitions and contracts; and</content></paragraph>
<paragraph class="fontsize10" id="y7662d0c3-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>support all CCHT enforcement efforts with intelligence by conducting lead development, lead validation, case support, strategic analysis, and data analytics.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7662d0c4-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Protection and Awareness Programs Unit</inline>.—</heading><chapeau>The CCHT Director shall operate, within CCHT, a Protection and Awareness Programs Unit, which shall—<page identifier="/us/stat/136/4435">136 STAT. 4435</page></chapeau><paragraph class="fontsize10" id="y7662d0c5-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>incorporate a victim-centered approach throughout Department of Homeland Security policies, training, and practices;</content></paragraph>
<paragraph class="fontsize10" id="y7662d0c6-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>operate a comprehensive Continued Presence program;</content></paragraph>
<paragraph class="fontsize10" id="y7662d0c7-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7662d0c8-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Review.</p></sidenote><content>conduct, review, and assist with Department of Homeland Security human trafficking training, screening, and identification tools and efforts;</content></paragraph>
<paragraph class="fontsize10" id="y7662d0c9-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>operate the Blue Campaign’s nationwide public awareness effort and any other awareness efforts needed to encourage victim identification and reporting to law enforcement and to prevent human trafficking; and</content></paragraph>
<paragraph class="fontsize10" id="y7662d0ca-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s3/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7662d0cb-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>coordinate external engagement, including training and events, regarding human trafficking with critical partners, including survivors, nongovernmental organizations, corporations, multilateral entities, law enforcement agencies, and other interested parties.</content></paragraph>
</subsection>

<section id="d51568e382" identifier="/us/pl/117/322/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>SPECIALIZED INITIATIVES.</heading><subsection class="firstIndent0 fontsize10" id="y7663941c-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7663941d-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Strategy.</p><p class="leftAlign firstIndent0 fontsize8" id="x7663941e-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Proposal.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Human Trafficking Information Modernization Initiative</inline>.—</heading><chapeau>The CCHT Director, in conjunction with the Science and Technology Directorate Office of Science and Engineering, shall develop a strategy and proposal to modify systems and processes throughout the Department of Homeland Security that are related to CCHT’s mission in order to—</chapeau><paragraph class="fontsize10" id="y7663941f-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>decrease the response time to access victim protections;</content></paragraph>
<paragraph class="fontsize10" id="y76639420-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>accelerate lead development;</content></paragraph>
<paragraph class="fontsize10" id="y76639421-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>advance the identification of human trafficking characteristics and trends;</content></paragraph>
<paragraph class="fontsize10" id="y76639422-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>fortify the security and protection of sensitive information;</content></paragraph>
<paragraph class="fontsize10" id="y76639423-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>apply analytics to automate manual processes; and</content></paragraph>
<paragraph class="fontsize10" id="y76639424-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>provide artificial intelligence and machine learning to increase system capabilities and enhance data availability, reliability, comparability, and verifiability.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y76639425-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Submission of Plan</inline>.—</heading><chapeau>Upon the completion of the strategy and proposal under subsection (a), the Secretary of Homeland Security shall submit a summary of the strategy and plan for executing the strategy to—</chapeau><paragraph class="fontsize10" id="y76639426-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Committee on Homeland Security and Governmental Affairs of the Senate; and</content></paragraph>
<paragraph class="fontsize10" id="y76639427-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Committee on Homeland Security of the House of Representatives.</content></paragraph>

<section id="d51568e451" identifier="/us/pl/117/322/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x76639428-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242b">6 USC 242b</ref>.</p></sidenote><heading>REPORTS.</heading><subsection class="firstIndent0 fontsize10" id="y76640959-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Information Sharing to Facilitate Reports and Analysis</inline>.—</heading><chapeau>Each subagency of the Department of Homeland Security shall share with CCHT—</chapeau><paragraph class="fontsize10" id="y7664095a-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>any information needed by CCHT to develop the strategy and proposal required under section 4(a); and</content></paragraph>
<paragraph class="fontsize10" id="y7664095b-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>any additional data analysis to help CCHT better understand the issues surrounding human trafficking.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7664095c-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report to Congress</inline>.—</heading><content>Not later than 1 year after the date of the enactment of this Act, the CCHT Director shall submit a report to Congress that identifies any legislation that is needed to facilitate the Department of Homeland Security’s mission to end human trafficking.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7664095d-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Annual Report on Potential Human Trafficking Victims</inline>.—</heading><chapeau>Not later than 1 year after the date of the enactment of <page identifier="/us/stat/136/4436">136 STAT. 4436</page>
this Act, and annually thereafter, the Secretary of Homeland Security shall submit a report to Congress that includes—</chapeau><paragraph class="fontsize10" id="y7664095e-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7664095f-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Summary.</p></sidenote><content>the numbers of screened and identified potential victims of trafficking (as defined in section 103(17) of the Trafficking Victims Protection Act of 2000 (<ref href="/us/usc/t22/s7102/17">22 U.S.C. 7102(17)</ref>)) at or near the international border between the United States and Mexico, including a summary of the age ranges of such victims and their countries of origin; and</content></paragraph>
<paragraph class="fontsize10" id="y76640960-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s5/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x76643071-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Update.</p></sidenote><content>an update on the Department of Homeland Security’s efforts to establish protocols and methods for personnel to report human trafficking, pursuant to the Department of Homeland Security Strategy to Combat Human Trafficking, the Importation of Goods Produced with Forced Labor, and Child Sexual Exploitation, published in January 2020.</content></paragraph>
</subsection>

<section id="d51568e522" identifier="/us/pl/117/322/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x76643072-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242">6 USC 242 note</ref>.</p></sidenote><heading>TRANSFER OF OTHER FUNCTIONS RELATED TO HUMAN TRAFFICKING.</heading><subsection class="firstIndent0 fontsize10" id="y76647e93-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Blue Campaign</inline>.—</heading><content>The functions and resources of the Blue Campaign located within the Office of Partnership and Engagement on the day before the date of the enactment of this Act are hereby transferred to CCHT.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y76647e94-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x76647e95-e815-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Other Transfer</inline>.—</heading><paragraph class="fontsize10" id="y76647e96-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Authorization</inline>.—</heading><content>Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security may transfer the functions and resources of any component, directorate, or other office of the Department of Homeland Security related to combating human trafficking to the CCHT.</content></paragraph>
<paragraph class="fontsize10" id="y76647e97-e815-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/322/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Notification</inline>.—</heading><content>Not later than 30 days before executing any transfer authorized under paragraph (1), the Secretary of Homeland Security shall notify the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives of such planned transfer.</content></paragraph>

<section id="d51568e570" identifier="/us/pl/117/322/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content style="-uslm-lc:I658120">  In addition to amounts otherwise authorized to be appropriated, there is authorized to be appropriated to the Secretary of Homeland Security to carry out this Act $14,000,000, which shall remain available until expended.</content></section>
