Wellstone Building Act</p><p class="leftAlign firstIndent0 fontsize8" id="xaeb594ca-e818-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">of 2022.</p></sidenote>
<section id="d64344e90" identifier="/us/pl/117/242/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Paul D. Wellstone Building Act of 2022</shortTitle>”.</content></section>
<section id="d64344e100" identifier="/us/pl/117/242/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaeb6310b-e818-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="yaeb6310c-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Paul David Wellstone was born on July 21, 1944, in Washington, DC, and raised in Arlington, Virginia, as the second child of Ukrainian Jewish immigrants Leon and Minnie Wellstone;</content></paragraph>
<paragraph class="fontsize10" id="yaeb6310d-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Wellstone graduated from the University of North Carolina at Chapel Hill—</chapeau><subparagraph class="fontsize10" id="yaeb6310e-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in 1965, with a bachelor’s degree in political science; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaeb6310f-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in 1969, with a Ph.D. in political science;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaeb63110-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>after earning his Ph.D., Wellstone moved to Minnesota to teach political science at Carleton College in Northfield, Minnesota, during which he became an advocate for marginalized communities and fought for improved healthcare, education, housing, and labor and human rights;</content></paragraph>
<paragraph class="fontsize10" id="yaeb63111-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>as an activist, Wellstone helped to bring attention to issues important to the people by protesting in favor of peace, civil rights, and social justice, including by standing by farmers and working families in their struggles;</content></paragraph>
<paragraph class="fontsize10" id="yaeb63112-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>in 1990, Wellstone extended his community activism during his first run for the Senate;</content></paragraph>
<paragraph class="fontsize10" id="yaeb63113-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>as an underdog, Wellstone was the only candidate to unseat an incumbent Senator in the 1990 election;</content></paragraph>
<paragraph class="fontsize10" id="yaeb63114-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>the grassroots campaign that was run by Wellstone became well-known for the green bus that he used to travel across Minnesota;</content></paragraph>
<paragraph class="fontsize10" id="yaeb63115-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><chapeau>Senator Wellstone continued his commitment to activism throughout his time in the Senate, including by pushing for legislation that—</chapeau><subparagraph class="fontsize10" id="yaeb63116-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/8/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>expanded support for mental health care coverage;</content></subparagraph>
<subparagraph class="fontsize10" id="yaeb63117-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/8/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>increased the Federal minimum wage; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaeb63118-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/8/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>offered greater funding and protections for workers, seniors, schools, and “atomic” veterans;<page identifier="/us/stat/136/2335">136 STAT. 2335</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaeb63119-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>in 1997, Senator Wellstone traveled across the country on “The Children’s Tour” to hear from disadvantaged communities across the United States;</content></paragraph>
<paragraph class="fontsize10" id="yaeb6311a-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>on October 25, 2002, at the age of 57, Senator Wellstone was killed in a plane crash in Minnesota along with his wife, daughter, and several campaign staff; and</content></paragraph>
<paragraph class="fontsize10" id="yaeb6311b-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>the loss of Senator Wellstone was mourned across the United States, but his legacy of advocacy and candor will always be remembered.</content></paragraph>

<section id="d64344e192" identifier="/us/pl/117/242/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>PAUL D. WELLSTONE FEDERAL BUILDING.</heading><subsection class="firstIndent0 fontsize10" id="yaeb6582c-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Redesignation</inline>.—</heading><content>The Federal building located at 212 Third Avenue South in Minneapolis, Minnesota, shall be known and designated as the “Paul D. Wellstone Federal Building”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yaeb6582d-e818-11f0-a1e4-69761a48a15a" identifier="/us/pl/117/242/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">References</inline>.—</heading><content>Any reference in a law, map, regulation, document, paper, or other record of the United States to the Federal building referred to in subsection (a) shall be deemed to be a reference to the “Paul D. Wellstone Federal Building”.</content></subsection>
