<section id="d116155e88" identifier="/us/pl/117/241/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb05d030a-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s201">42 USC 201 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Early Hearing Detection and Intervention Act of 2022</shortTitle>”.</content></section>
<section id="d116155e103" identifier="/us/pl/117/241/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>REAUTHORIZATION OF PROGRAM FOR EARLY DETECTION, DIAGNOSIS, AND TREATMENT REGARDING DEAF AND HARD-OF-HEARING NEWBORNS, INFANTS, AND YOUNG CHILDREN.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xb05d2a1b-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 399M of the Public Health Service Act (<ref href="/us/usc/t42/s280g–1">42 U.S.C. 280g–1</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yb05d2a1c-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (e), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>(3)</quotedText>” before “<quotedText>The term ‘<term>medical evaluation</term>’ </quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="yb05d2a1d-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in subsection (f)—</chapeau><subparagraph class="fontsize10" id="yb05d2a1e-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in paragraph (1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>$17,818,000 for fiscal year 2018, $18,173,800 for fiscal year 2019, $18,628,145 for fiscal year 2020, $19,056,592 for fiscal year 2021, and $19,522,758 for fiscal year 2022</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>$17,818,000 for each of fiscal years 2023 through 2027</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="yb05d2a1f-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in paragraph (2), by <amendingAction type="delete">striking</amendingAction> “<quotedText>$10,800,000 for fiscal year 2018, $11,026,800 for fiscal year 2019, $11,302,470 for fiscal year 2020, $11,562,427 for fiscal year 2021, and $11,851,488 for fiscal year 2022</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>$10,760,000 for each of fiscal years 2023 through 2027</quotedText>”.</content></subparagraph>

<section id="d116155e154" identifier="/us/pl/117/241/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>GAO STUDY ON STATE EARLY HEARING DETECTION AND INTERVENTION PROGRAMS.</heading><subsection class="firstIndent0 fontsize10" id="yb05d9f50-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb05d9f51-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Analyses.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Comptroller General of the United States shall conduct a study reviewing State early hearing detection and intervention (in this section referred to as “EHDI”) programs. Such study shall—</chapeau><paragraph class="fontsize10" id="yb05d9f52-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>analyze how information collected through such programs informs what is known about EHDI activities to ensure that newborns, infants, and young children have access to timely hearing screenings and early interventions, including information on any disparities in such access;</content></paragraph>
<paragraph class="fontsize10" id="yb05d9f53-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>analyze what is known about how parents use State EHDI websites to seek health and programmatic guidance related to their child’s hearing loss diagnosis; and<page identifier="/us/stat/136/2333">136 STAT. 2333</page></content></paragraph>
<paragraph class="fontsize10" id="yb05d9f54-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>identify efforts and any promising practices of the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the National Institute on Deafness and Other Communication Disorders, and State EHDI programs—</chapeau><subparagraph class="fontsize10" id="yb05d9f55-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to address disparities in outreach for, or access to, timely hearing screenings and early interventions; and</content></subparagraph>
<subparagraph class="fontsize10" id="yb05d9f56-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to ensure that EHDI follow-up services are communicated and made available to medically underserved populations, including racial and ethnic minorities.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yb05d9f57-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than 2 years after the date of the enactment of this Act, the Comptroller General shall—</chapeau><paragraph class="fontsize10" id="yb05d9f58-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>complete the study under subsection (a) and submit a report on the results of the study to—</chapeau><subparagraph class="fontsize10" id="yb05d9f59-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Energy and Commerce of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="yb05d9f5a-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Health, Education, Labor, and Pensions of the Senate; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yb05d9f5b-e818-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/117/241/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xb05d9f5c-e818-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Public information.</p></sidenote><content>make such report publicly available.</content></paragraph>
